Albania will also have a national transfer system for the Euro. High commissions for money transfers have been a worrying problem for transfers that were made. But, the Bank of Albania has decided to take measures and has prepared the draft regulation that will enable for the first time the domestic settlement of national transfers in European currency. The system that will enable the performance of these transfers, AIPS EURO, will be integrated in the High Value Interbank Payment System of the Bank of Albania. The establishment of such a system for the first time is of great importance for the conduct of interbank transfers in Euro within the country. To date, transfers in Euro have been made possible only through the use of accounts that Albanian banks have in correspondent banks abroad. But, this route creates time delays and, above all, much higher costs compared to lek transfers. If an interbank transfer in lek currency within the country today costs a maximum of 1500 lek, transfers in Euro have several times higher commission costs. The total value depends on the number of correspondent banks involved and the commissions they apply.
Meanwhile, the draft regulation provides that the agent for the settlement of national transfers in euros will be the Bank of Albania, through the AIPS EURO system, while participating in the system can be licensed commercial banks. Thus, the central bank will set ceiling values ??that commercial banks charge for the commissions they can charge their clients. For outgoing payments ordered by the clients of the participants and transferred through the AIPS EURO system, with a value less than or equal to 10,000 euros, the total commissions applied by the original participant for each payment order should not be higher than 0.2 percent of the transferred value or not higher than a minimum commission of 6 euros. Meanwhile, for outgoing payments ordered by the clients of the participants and transferred through the AIPS EURO system, but which are initiated electronically, the total commissions applied by the originating participant for each payment order should not be higher than 50 percent of the total commissions applied for each payment initiated in non-electronic form. This means the implementation of the total commissions minimum not higher than 3 Euros, the total commissions not higher than 0.1 percent of the transferred value for a value less than or equal to 10 000 Euros. In total, for the outgoing payments ordered by the clients of the participants and transferred through the AIPS EURO system, the total of the maximum commissions applied by the original participant for each payment order, should not be higher than 50 Euros,
Removal of commissions for incoming funds
Also, the draft regulation stipulates that for transfers made through this system, in no case should commissions be applied for incoming funds. With the adoption of the new regulation, the use of this system becomes mandatory for all commercial banks in Albania. Transfers ordered in Euro currency, with origin and destination within the Republic of Albania, for clients of participants in the AIPS EURO system must be made only through the AIPS EURO system. Exceptions can be made only in situations that constitute unforeseen events and it is impossible to realize them through this system and in case of impossibility to perform the action within the operating schedules of the AIPS EURO system when alternative routes are provided that enable it.
