The Dutch administrator of the Tirana incinerator rejects the accusations: Kryemadhi has no facts, SPAK has not come to my office

This is Daniel Vermeulen. A Dutch citizen who for more than 3 months runs the concession company Integrated Energy BV SPV Energy which continues to receive payments from the state budget for the Tirana incinerator concession. His arrival as the administrator of the company coincides with the time when the Investigative Commission just ended and SPAK issued a series of arrest warrants for several employees and officials, including the former administrator Ariola Kodra.

He agrees to give us an interview, although off-camera he says that due to the short time in the management of the company, he is not sufficiently prepared and aware of the whole situation. And yet, the answer to the accusations made public by the head of LSI, Monika Kryemadhi, for 24 companies that in cooperation with the incinerator of Tirana have cut fictitious invoices is very short.

"Okay, I heard for the first time the accusations that were made by Mrs. Kryemadhi, and I am surprised by them, I am not familiar with them in fact, I think there are no facts behind them. I am surprised by them. For the companies, I have no information, you should ask Ms. Kryemadhi since she is the one who mentioned it."

In this line was the reaction of the company, which denied that there was commercial exchange with the companies mentioned by Mrs. Kryemadhi.

We ask Mr. Vermeulen if he knows about the two elderly Haxhire Gurakuqi and Thanas Çani, who appear with a 30 million euro company according to a scheme related to the Tirana incinerator?

"You're talking about those two old men? Yes, I see. I've never heard of them, and they don't really have anything to do with our company."

He tells us that he has not been asked for an explanation by the judiciary and that no SPAK prosecutor has visited him since taking office.

"I know that SPAK officials came here before I took over the post of administrator, not now, there have been no visits from them."

But how does he respond to the accusations that the Tirana incinerator does not exist despite the fact that the company Integrated Energy BV SPV Energy continues to receive payments from the state budget in an amount that has exceeded 35 million dollars?

"Dëgjo, menaxhimi i trajtimit të mbetjeve në Tiranë është shumë komplekse. Nuk ka të bëjë vetëm me incenerimin e tyre, ne kemi shumë projekte në fakt, jo vetëm kjo. Prandaj edhe ato projekte janë të skeduluara dhe do të kryhen sipas afateve në kontrata. Pagesat që marrim nga shteti përdoren për shërbimet, pra për menaxhimin e impiantit. Kurse për projektet jo, për to ka dhe duhet të ketë fond nga privati."

Sipas Kontrollit të lartë të Shtetit Ministria e Financave dha dakordësinë e saj për këtë projekt edhe pse nuk kishte një studim fizibiliteti dhe në kohën kur është miratuar kontrata, qeveria nuk i kishte paratë. Përveç faktit se Ministria e Mjedisit dha miratimin për këtë projekt pa u marrë një vendim nga këshilli bashkia por vetëm me një konfirmim të kryetarit të bashkisë së Tiranës, Erion Veliaj.
