'Dressed' in many mysteries, the secrets of the former dictator Enver Hoxha's villa will be declassified

"Villa no. 31", or as it is otherwise known "Villa e ex-dictator, Enver Hoxha", will no longer be classified as "State Secret". The decision was published yesterday, and Albanian Radio Television brings details about the causes and reasons that have pushed the Government Services Directorate, not to further classify the information about this building as "Classified" and "Secret of State".

The Commission for Declassification and Devaluation of Classified Information "State Secret (KDZH) in the Directorate of Government Services, it is known that it has already completely declassified the classified information for "Villa no. 31" as "Confidential".

This is already confirmed by the document with the accompanying letter, "Government Residence Project, Villa no. 31", with classification level "Confidential", "On information classified 'State secret'", "On the approval of the regulation for the declassification and invalidation of information classified 'State secret'".

The reasons for the declassification of the above-mentioned document refer to a letter received from the Ministry of Culture "Proposal for cooperation in the field of culture", where the interest is expressed for this document to be declassified, as it is dictated by various other interests compared to the need for kept the document about "Villa no. 31", as classified.

Following the aforementioned letter from the Ministry of Culture, the working groups between the Ministry of Culture and the Directorate of Government Services have held several consecutive meetings, analyzing priorities and long-term objectives in support of cultural programs, which will are offered to a wider public and should take place in the premises of the Government Residence, "Villa no. 31".

In these meetings, it was assessed that there is an interest in resizing/renovating the premises of the Government Residence, "Villa no. 31", in function of various artistic, cultural, etc. organizations and promotions, by local and foreign researchers, which is an advantage, as well as in function of improving and developing favorable policies in the field of artistic creativity for our country .

Duke qenë se, dokumenti “Projekti i Rezidencës Qeveritare, Vila nr. 31”, i klasifikuar “Konfidencial”, përbën një element të rëndësishëm për zhvillimin e procedurës së hapur të prokurimit publik, me objekt: “Rikonstruksioni i Rezidencës Qeveritare, Vila nr. 31”, ai duhet të deklasifikohet.”- thuhet në bibliografinë e informacionit të deklasifikuar në Drejtorinë e Shërbimeve Qeveritare dhe që bëhet publik nga televizioni publik.

Një kopje e publikimit të bibliografisë do t’i dërgohet zyrtarisht edhe DSIK-së.

Çfarë është “Vila nr. 31” dhe pse mori këtë emër?

Kur bëhet fjalë për ish- vilën e diktatorit Enver Hoxha, ende publiku në ditët tona i referohet këtij objekti si “Vila nr.31”.

Pavarësisht se kuptimi i këtij numri, pas përmbysjes së sistemit komunist ka rënë, dhe nuk figuron gjëkundi, prap ky numër vijon të mbetet në fuqi. Rajoni i banimit të udhëheqësve të partisë e të shtetit administristrohej nga pikëpamja e sigurisë nga Drejtoria e Dytë e Sigurimit të Shtetit në MPB.

Objektet kryesore kishin nga një numër. Në kohë lufte, nga të gjitha pikëpamjet, këto objektet administroheshin nga MPB-ja. Në fakt i ka mbetur “Vila nr. 31”, pasi me këtë numër ishte në listën e Ministrisë së Punëve të Brendëshme, që do të ruhej në rast lufte.
