Under surveillance for 3 years by the police and SPAK, Klodiana Lala discloses details from the file, how the connection between the mayor of Bulqiza and the businessman who awarded the tender was discovered

The mayor of Bulqiza Lefter Alla has been under the surveillance of the police and then SPAK with the opening of the investigation for violation of equality in the tender worth 3 million euros.

According to the Special Prosecutor's Office, the Mayor of Bulqiza together with his subordinates compiled the papers in order for the merger of the companies BOE EGLAND & BE-IS to win the tender. Then the works would be carried out by the company 2AF ALBANIA GROUP, which would also receive the amount determined by the Municipality's budget.

The company that would carry out the works was managed by Aqif Konesha, a close person of Alla, who was also arrested. During field observations and wiretapping, SPAK has managed to provide evidence for the connection between them. They have been seen together in several places, traveled abroad and had communication between them on the WhatsApp network. The posts of Mayor Alla are also brought to the file in the same way.

In the file provided by the journalist Klodiana Lala, it appears that at one point in the investigation, the accused fell on the trail of the authorities' pursuit and rushed to fix the papers. In the file it is said that the winners of the tender are the companies of Rasim Daci and Dali Gazidedes, but the works were carried out by Aqif Konesha. The latter claims that there was a subcontract agreement with the two winning companies, which was signed on May 17, 2021.

But the statements given by Rasim Daci have contradictory elements, since he does not specify the date when he signed the subcontract agreement with Aqif Konesha, the company of Lefter Alla's friend that performed the works. Daci stated that the agreement was concluded for the amount of 4 million new lek, but then the amount of 36 million lek was written in the documents. In the intercepts, it appears that Rasim Daci has guided Dali Gazideden on how to speak in front of the investigators during the interrogation.

"It's been three months since the suspension of works", in February we started again. We closed it in October. Do you understand that chatter? After the investigation by SPAK about this tender, the administrators started to print invoices for the works they were performing.

Mayor Lefter Alla, Rasim Daci and supervisor Ana Nishku have signed a protocol in the municipality of Bulqiza for the resumption of works on February 11, 2022. But at this point the investigators have requested the help of mobile companies. According to the cell phones, they were in different places during that day and despite the fact that there were telephone communications between them, at no time during the day did the three phones happen together in the antenna that covered the Bulqiza area.
This is the proof of SPAK with which it accuses the owner of the company and the supervisor of falsifying documents.
