Vetingu, KPK confirms her in office, the Special Appellate College upholds the decision for judge Elona Toro

Judge Elona Toro has been confirmed in office. The Public Commissioner requested his dismissal, but the Special Appeal Panel decided to confirm him in office. In the appeal decision, the Public Commissioner requested that the Special Appeals Panel reopen the judicial investigation, since according to him the confirmation in office did not reach a reliable level. Elona Toro started her career in the justice system in 2000 and worked for 16 years at the Court of Tirana. In 2016, she was appointed a judge at the Court of Appeal of Tirana. We remind you that Elona Toro was chosen as a relator judge to examine the request of Ivi Kasos, where she asks the court not to accept the appeal of Enkelejd Alibeaj as a party, for the decision of judge Agron Zhukri, who recognized the Reestablishment as the official PD. Tirana Appeal Judge, Elona Toro was confirmed with a majority of votes in office on June 17, 2020, after the leader of the troupe, Firdes Shuli and the relator Pamela Qirko were convinced by her explanations. The member in the minority, Etleda Çiftja, argued in favor of the dismissal, assessing that Toro had made an insufficient and incorrect declaration of wealth. The Public Commissioner, Florian Ballhysa filed an appeal, considering the KPK's investigation incomplete regarding the financial resources used for the purchase of an apartment in Tirana, specifically regarding the possibility of other persons connected to a loan and the donations made. Even during the final conclusions, Ballhysa assessed that the subject was found with negative balances in several years and requested her dismissal from office. Judge Toro disputed the Commissioner's financial analysis and insisted that the remaining financial hardship was proportionate and could not result in a penalty. She asked the College to uphold the confirmation decision, in application of the principle of objectivity and proportionality.
