The new round of dialogue between Kosovo and Serbia, mediated by the European Union, will be held on August 18 in Brussels. The prime minister of Kosovo and the president of Serbia will meet with the head of EU diplomacy, Josep Borrell, and the bloc's special representative for dialogue, Miroslav Lajçak. This meeting is expected to ease tensions between these two countries. This is one of the scenarios. However, those familiar with the dialogue process are skeptical.
A decrease in tensions between Kosovo and Serbia is expected
Political analyst, Artan Muhaxheri says that the developments in the north of Kosovo have changed the dynamics of the talks. The developments in North Mitrovica have changed the dynamics of the dialogue. Of course, it is not expected to continue as it was before those events. For this reason, the great international pressure is expected to intensify even more, as this is the only way for the parties to have greater will and opportunity to reach a solution. The solution will be creative, since Serbia cannot accept the decision of Kosovo, it has not accepted the past decisions either. Serbia is known for its style of trying its best, but it also knows how to back down, give up, depending from the allies. I do not believe that Serbia will be able to withstand this pressure, but will try to get something else, or shift the focus from this agreement, so as not to be seen as a loser in relation to Kosovo's decision. Meanwhile, regarding this meeting, President Vucic has spoken to the Serbian media, where he says: "I am going to Brussels to talk, I do not hope for any results, but I am going for talks." There were also reactions from Kosovo. The Minister of the Interior, Dzheljalj Sveclja, stated that in the last 20 years, the north of Kosovo has been an El Dorado for criminals. He accused Belgrade of supporting this crime.
After this statement came the reaction of the Serbian president Aleksandër Vucic, who during his speech before the media stated that the Serbian services know that Pristina is planning the liquidation of the Serbs from the north of Kosovo, stressing that they will not allow it. Commenting on the statement of the minister of Kosovo, the director of the Institute for Inter-Ethnic Relations, Fatmir Seholi, says that it is known that the Ministry of Internal Affairs of Kosovo has undertaken a large number of actions against organized crime and other negative phenomena in the north of Kosovo. In this sense, the Government of Kosovo has the absolute support of international actors in Kosovo, he emphasizes. Political scientist OgnjenGogi? says that the north of Kosovo de facto represents a gray area because there are two normative and administrative systems, the Serbian and the Kosovar. none of which have been fully implemented and that this probably favors the development of criminal activities. He notes that this narrative is based on a stereotypical image of the north of Kosovo as a hotbed of crime. In the north, shootings at the police have been recorded several times. All this proves that certain criminal activities are taking place in the north of Kosovo. However, the focus is on the north and in this way a distorted image is created that it is an area of ??lawlessness, in contrast to other areas where everything is allegedly being developed in accordance with the law, says Gogi?. These statements of the two officials about Dushan Janjiq and the Forum for Ethnic Relations are indicators that the issue of security in Kosovo is going to be the main topic of the Brussels talks on August 18. He says that judging by the words of the officials of Pristina and Belgrade, as well as by the organizers of the meeting, the agenda of the meeting is not clearly defined. Janjiq says that the topic of the "security package" should be on the agenda. "In the decision of the American president, Biden, it was clearly stated that persons like Radoici and Simic and their criminal activities belong to Kosovo, they are treated as citizens of Kosovo. Citizenship is not important when it comes to crime, then Radoicic belongs to Serbia and when the same Radoicic makes a coalition with Kurt, then citizenship is important, says Janjic. it was clearly stated that persons like Radoiçi and Simiç and their criminal activities belong to Kosovo, they are treated as citizens of Kosovo.
