Oil has marked the lowest price in world markets in 11 months, reaching the horizon of 81 dollars per barrel and 870 dollars per ton of oil for cars. For more than two weeks now, its price has been below the $1,000 mark per ton. This drastic drop comes after a drop in demand from China, the world's largest importer, due to unrest against the Covid measures and the imposition of a price ceiling by Europe for Russian oil. North Macedonia, which is constantly showing with its Regulatory Commission that it is one step ahead of the Albanian Board, made the decision to reduce oil by 3 lek at midnight on Sunday, while in Albania citizens continue to pay more. From the last decision of the Albanian Board, the barrel of oil has fallen by 56 dollars, while the dollar, which is an integral part of the formula, has been weakened by the last decision on November 25 by 0.72 points, which should automatically make oil in Albania up to 5 lek cheaper. But the oil price transparency board has not yet met to make a decision to lower the price of oil, which is currently at 211 Lek per liter. The vacations of the members of the oil board for the November holidays will cost the Albanians a minimum of 5 lek for each liter of oil they will buy from today. It is about tens of millions of lek which without right go from the pockets of ordinary consumers to the coffers of the oil companies and the government. But the oil price transparency board has not yet met to make a decision to lower the price of oil, which is currently at 211 Lek per liter. London Stock Exchange

Meanwhile, oil has recorded another drop of almost 2 dollars, thus reaching the lowest level in 11 months. On the London Stock Exchange, oil fell by $2.16, or 2.6 percent, to trade at $81.47 a barrel, the lowest since January 11, while on the American stock exchange, oil fell by $2.08. or 2.7%, to 74.20 dollars per barrel, the lowest level since December 27 of last year. The market may remain volatile depending on the outcome of the OPEC+ meeting and the Russian oil price cap. If OPEC + does not agree on a further reduction in the production quota or the United States does not move to replenish its strategic oil reserves, oil prices may rise further. The Organization of the Petroleum Exporting Countries and allies, known as OPEC+, will meet on December 4. In October, OPEC+ agreed to reduce its production target by 2 million barrels per day by 2023. G7 and European Union diplomats have discussed a price cap for Russian oil between $65 and $70 per barrel, with the aim of limiting revenues to fund Moscow's military offensive in Ukraine, without disrupting global oil markets. The price cap will come into effect on December 5 when the EU ban on Russian crude begins.

Shqiptarët kanë paguar 185 milionë euro më shumë për karburant këtë vit

Ndonëse po konsumojnë më pak karburant për shkak të çmimeve të shtrenjta, konsumatorët shqiptarë po shpenzojnë shumë më tepër për të mbushur serbatorët e automjeteve të tyre këtë vit. Sipas të dhënave nga Ministria e Financave, kompanitë tregtuese të naftës kanë importuar 9.2% me pak karburante gjatë nëntë mujorit të parë të këtij viti, krahasuar me të njëjtën periudhë të vitit paraardhës. E kundërta ka ndodhur me shpenzimet e shqiptarëve, të cilët kanë paguar mesatarisht 26% më shtrenjtë për karburante brenda një viti ose rreth 185 milionë euro më tepër për të blerë më pak karburant në sasi. Shifra është përllogaritur nga Monitor, bazuar në importet mujore sipas të dhënave të Ministrisë së Financave dhe çmimin mesatar mujor të naftës, që publikohet nga INSTAT (shiko grafikun: Ndryshimi mujor i konsumit të karburanteve në sasi dhe në vlerë).  Mesatarisht, çdo muaj janë shpenzuar rreth 20 milionë euro më shumë për të blerë naftë apo benzinë, me nivelet më të larta që janë shënuar në periudhën qershor-shtator, kur dhe lëvizjet janë më të shumta për shkak të sezonit turistik. Në janar dhe shkurt, konsumi i karburanteve shënoi tendencë rritëse në sasi, me përkatësisht 13 dhe 8.4%. Në mars, pas fillimit të sulmit të Rusisë ndaj Ukrainës, çmimet e naftës u rritën ndjeshëm si rrjedhojë e problemeve që u krijuan në furnizimin globale me këtë produkt. Nafta kërceu në vend nga rreth 185-190 lekë në fund të shkurtit në 235 lekë në ditët e para të marsit, duke qenë 42% më e shtrenjtë se në të njëjtin muaj të një viti më parë. Edhe pas krijimit të Bordit të Transparencës, karburanti vijoi tendencën rritëse, duke kulmuar në qershor, kur çmimi mesatar arriti në rekordin historik të të gjitha kohërave prej 254 lekë për litër. Në muajt në vijim tendenca ishte në një rënie, por të lehtë, duke arritur në shtator në 225 lekë/litër, niveli më i ulët që nga shkurti. Por sërish nafta ishte 34% më e shtrenjtë se shtatori i një viti më parë (shiko grafikun: Ecuria e çmimeve të naftës, sipas muajve).

Importet e karburanteve

Shifrat tregojnë se vendi ka importuar rreth 462 mijë ton karburante gjatë 9 mujorit të 2021 dhe rreth 419 mijë ton gjatë 9 mujorit të 2022. Për të parat, qytetarët shqiptarë kanë paguar të paktën 700 milion euro dhe për të dytat 890 milion euro. Për llogaritjet e kryera Monitor është bazuar në raportet mbi importin e marrave kryesorë të akcizës, përkthimin e sasive në litër (1 ton naftë=1120 litër naftë) dhe në vlerë dhe çmimeve mesatare të naftës dhe benzinës referuar të dhënave zyrtare të Instat dhe Ministrisë së Financës. Deformimi i kërkesës dhe niveli në të cilin çmimet e larta ndikojnë në sjelljen e konsumatorëve shqiptarë si pasojë e rritjes së kostove të karburantit mund të mos jetë vendosur ende në një shkallë të gjerë, por ndikimet kanë filluar të ndjehen në të gjithë ekonominë. Çmime më të larta të karburanteve do të thotë jo vetëm para të nxjerra nga xhepat e konsumatorëve shqiptarë, por edhe rritje të kostove për kompanitë, që e kalojnë këtë kosto te produkti apo shërbimi final për konsumatorin.
