Contracting authorities have submitted a stream of tenders complaints to the Public Procurement Commissioner. Despite the problems that the country is going through in the realization of projects due to the pandemic, there have been numerous complaints about tender projects. The annual report published by the Public Procurement Commissioner shows that in the last four months of 2020 alone, 178 complaints were made, mainly about the tender admission procedures for tenders. The highest number of complaints was reported in December, while the CPC states that it managed to review 147 by 31 December, of which only 65 complaints were received. Effect on the state budget

Of course, for the received complaints, the CPC has decided that the companies that made the complaint return the lost amounts in the tender, which according to them was not fair. Four administrative investigations

Among other things, the report states that, four cases have been sent to the Public Procurement Agency for further administrative investigation of procurement procedures, for several institutions and more specifically: National Food Authority, Institute of Food Safety and Veterinary, Saranda Municipality and the Society of Water Supply and Sewerage Berat-Kuçovë. Meanwhile, for the 3-month period PPC reports that guarantees have been issued for procurement procedures, generating for this period extra-budgetary revenues in the total value of ALL 75.2 million.
