The increase in the price of fuel and the failure to reflect the new prices in the government's decisions is creating problems with the transport of teachers in the districts. Because of this situation, teachers are forced to pay a higher price than is provided for in the VKM, which also determines the funds that should be given to this category. This is evidenced by the High State Control, which takes the city of Librazhd as an example. The practice is that teachers who live far away from the schools are given an amount of money as reimbursement for transportation. But even though the prices of fuel and therefore of tickets have become more expensive for almost 1 year, they are still given the same quota of money. The teachers of Librazhdi have addressed another complaint to KLSH, with the argument that the ticket had doubled with the increase in the price of oil and meanwhile, the relevant institutions have not reflected the new situation of fuel prices. After this complaint, the Supreme State Control has started an audit process, at the end of which it has been found that the teachers' complaint was correct. In this context, KLSH has requested from the Ministry of Education, that the new situation with fuel prices be reflected in the VKM for reimbursement of teachers' transportation. On average, during a school year, 35,000-38,000 students and 11,800-12,500 teachers are transported. The number of students and teachers varies based on the number of schools that are reconstructed or reconstructed. The fund dedicated to covering transport costs has changed over the years. In 2021, the fund for school transportation was about 800 million ALL. Meanwhile, in 2022, this figure increased to 1.2 billion ALL. But what happened this year is a reduction in the budget, to 1 billion and 55 million ALL. This year, 145 million Lek less than last year have been allocated for this purpose, even though fuel prices continue to remain high. According to the Ministry of Education, if the transport has been carried out according to the appropriate conditions, in the response received in relation to this matter, it is stated that the transport of teachers has been fully carried out for the year 2022, in accordance with the legal acts and by-laws that regulate the intercity or suburban transport service.
