A report by "Open Data Albania" has analyzed the amount that benefits from the state budget in total every Albanian. "Open Data" has researched on the distribution of public money according to functions in the state budget by comparing per capita expenditures in the countries of the European Union and the region with our country. According to the report, the comparison has shown that in the European Union countries the average public expenditure per capita is a total of 12. 684 Euros, while in Albania the state spends less per capita and only 1. 407 Euros in budget expenditures. Thus it turns out that what the state spends per capita, to provide assistance or pensions, education, health, order and security, public investment, costs for administrative services up to costs for functions such as culture, entertainment or environmental protection in the country, is lower than what the European Union countries offer on average. Low investment in some sectors

The second function with the highest share of expenditures in the EU is Health with 7 percent of GDP, while in Albania Health expenditures are about 3 percent of GDP, ranking as the fourth function after the function Services general Public by 5 percent and education by 3.3 percent. In Albania, the function with the lowest support is Environmental protection, where expenditures in 2019 resulted in less than 0.2 percent of GDP or 9 euros per capita, while in the EU the penultimate function results in 0 support.
