Complaints on tendering procedures have no end. While the Supreme State Audit finds endless problems with procurement, it seems that the companies themselves are dissatisfied with the procedures followed. According to the bulletin of the Public Procurement Commission, during August there were 66 complaints about tenders. Half of them have been accepted by the CPC, while the rest are still under review. Out of this total, only one complaint is related to the field of defense and security, while the rest to the public procurement procedure as there were no complaints about concessions or mining permits and auctions. Complaints according to the stage in which the latter was made occurred either during the evaluation of bids or in the initial stage where operators had reservations about the technical specifications that in some cases are often considered as exceptional. In this context divided into 65 percent is appealed in the bid evaluation phase and the rest for specifications. Tirana is the region that holds the record of complaints in the CPC where out of 66 there are at least 44 such. This is related to the fact that in the capital is located part of the central institutions which develop the main volume of public procurement procedures, followed by two municipalities with the largest number of complaints such as Shkodra and Elbasan with 7 complaints respectively as and Fieri with four such.

The situation was similar in July. This month there were 76 complaints from companies, which were disqualified. The data have been made public by the Public Procurement Commission. According to the CPC, most of the complaints were submitted at the stage when the tender is still in progress and is related to the technical specifications. At least 57 percent of complaints relate to the way contracting authorities have set out the conditions in the documentation. This part has become a problem many times as operators have complained that the conditions are designed in such a way as to be met by a predetermined operator or to penalize someone from the race. Also the technical specifications in some cases are unsubstantiated. This percentage of complaints related to technical specifications is significantly higher than the procedures complained of when they are in the bid evaluation phase.
