The names are revealed, here are the families that receive legalization permits in Tirana, Durrës and Fier, the Cadastre issues the list

The Cadastre published yesterday the names of the owners, who will be provided with a legalization permit. One of the priorities of the Cadastre and the Property Agency since last year was to close the legalization process for property, including informal ones, as soon as possible, prompted by the changes made in March 2020 in the law on legalizations. As part of these changes, the Cadastre has continued the verification of documents and has issued the next list of names to whom the apartment can be legalized. The news was announced by ASHK itself through an announcement published on its official website along with maps of beneficiary areas. Referring to the announcement, the beneficiaries this time belong to the capital, Durrës and Fier. From the three countries there are 117 families in total which will receive the legalization permit and will freely enjoy their property. What the new law has brought

 The Albanian government has completely changed the draft law on transitional property procedures in early 2020, following criticism from the Venice Commission that the draft law drafted in 2018 was unclear and violated the right to property. The State Cadastre Agency has clarified during the discussions of the law in the responsible committees that, for all those apartments that can not be legalized, the houses will be demolished while the citizen will receive compensation. So with the new law also benefit those who have built without permission. Also, this draft law aims to register all agricultural properties that are fragmented by previous laws. All of this has come in because before 2020 the problem with illegal properties was turning into a real disaster. According to the Cadastre, the property stalemate has been created by the numerous laws that have been drafted for this problem. There will also be a census of apartments before the years '91. Now the new draft harmonizes in a single one all the previous laws that dealt with the property problem. This bill was drafted in 2018, but that stalled in Parliament after the former owners contested it as it did not compensate them. The draft was later contested by the Venice Commission and is now being reworded. In the end, this draft aims to register all unregistered properties in the Republic of Albania within a certain deadline. Another element addressed by this law is the reconstruction program after the November 26 earthquake. The law provides a specific article regarding constructions in cases of natural disasters, where according to the procedure, in areas approved for reconstruction, the legalization procedure is automatically suspended and all buildings will be demolished. Possessors of illegal dwellings in these areas will benefit from construction space in the new buildings to be erected.
