The Academy of Sciences of Albania requires a radical reform

The interest in a functional Academy of Sciences is very important for Albania, taking into account the problems faced not only by Albanian society, but also by Albanian science, the history of Albania, the pressures exerted by neighboring academies to review the subject of the History of Albania and further that of the Balkans and Europe. It is true that the Academy of Albania has existed since the time of the Albanian Kingdom and even during the war when father Zef Plumbi managed this part. The Academy got its name at the time of the Labor Party and it continues to be so to this day. However, The Academy of Sciences of Albania remained politicized as during the dictatorship and this was seen especially in the profile of Albanology and History of Albania where Albanian historians and Albanologists bowed their heads to the advice and recommendations of foreigners on ancient and later history. Even when the English Historian Hammond came who visited Butrint and declared that the history of Butrint and the archaeological data prove that it is Greek, none of our archaeologists and historians of that time scientifically contradicted him to the contrary. Today, in the time of democracy, many historians, young archaeologists and young researchers have emerged who study and publish scientific writings and articles, as well as in other fields of science such as medicine, technology, exact sciences.

For example, Academia is something that deals with the research and scientific side. This link works. It has an honorary character rather than an institution that encompasses many elements. In France, the academy has 40 members, while here, with 2.8 million inhabitants, there are 50 members, and there are even temporary members with the strange title ``associated academician''??!! Even here, the Academy should be more honorary than paying people to receive salaries. However, the Academy should not be dependent on the government, because it would remain political as in the time of the dictatorship. I also think that members and scientific collaborators can be involved, whether public or private.

The first thing could be to start selecting some members of the academy as honorary or immortal. While the rest were working with titles of the Professor category or in special cases they could be Albanian researchers working abroad and who have contributed to relevant sciences, giving them honorary titles of our Academy.

Përplasja Fuga Gjinushi është një përplasje më tepër të xhaketave të vjetra për post sesa për të reformuar Akademinë e cila duhet zbrazur njëherë dhe pastaj nëpërmjet ndonjë komisioni profesorësh apartiak të përzgjidhen dhe të bëhet një statut dhe program i ri me pak anëtare siç e përshkrova më sipër. Zgjedhjet e reja si gjithmonë njëlloj si ato të universiteteve bëhen në Shqipëri njëlloj si zgjedhjet në politikë. Nuk duhet bërë kështu. Zgjedhje apo përzgjedhjet për në akademi do të bëhen me tre tipare:

-                      Me c/v dhe artikuj e tekste apo libra për shkencën përkatëse

-                      Me Meritokraci

-                      Experiencë pune dhe etikë

Problemet që ngre Prof. Artan Fuga si ato tre pikat e famshme, përveç pikës së tretë të tjera janë të diskutueshme:

Për të rezistuar kundër sipërmarrjes të papërgjegjshme dhe politikisht amorale të ndonjë deputeti të përdorur e konsumuar, prej vitesh, që kërkon shtyrë nga lobi të ndryshme të ndryshojë ligjin për akademinë duke i bërë drejtuesit e saj të përjetshëm, pa e kufizuar më me një mandat detyrën e tyre, edhe pas të 75 – vjetëve.

2.  Për të vazhduar të promovoj modelin tim për një akademi shkencash të vërtetë, sipas modeleve perëndimore pa përjashtim, jo të kthyer në një institut kërkimesh pa aks e pa bosht, që duplikon institute të tjera duke shpërdorur kështu paranë publike.

3.  Për të treguar dështimet e modelit të tanishëm të imponuar me dhunë nga një grusht deputetësh që sot nuk dihet se ku janë, të imponuar nga politika”. Zgjedhjet për kryetar do të behën vetëm kur të jetë e nevojshme për Akademinë dhe jo çdo 4 vjet tij . Kritika për Profesor Artan Fugën se: `Artan Fuga është ideatori dhe likuidatori (asgjësuesi) i shumicës se instituteve te Akademisë se Shkencave (1972-2008), në këmbim të gradës "Akademik", qe ia akordoi dhe firmosi me dorën e tij kryeministri i kohës, Sali Berisha, shkatërruesi historik i ekonomisë, ushtrisë, arsimit dhe kulturës ne Shqipëri`, mbetet për t’u debatuar nëse është e vërtetë.

In conclusion, I can say that the Academy of Sciences of Albania needs young people in the sense of not the age of harboring ideas and results, especially in Archaeology, Historiography, Albanology, because the History of Albania is full of gaps and full of contradictions from the neighboring Greek Academies, Serbian, Bulgarian and Turkish. This takes a lot of work to counter.
