Diaspora as state doctrine

During the last five years (2017-2021), the Government of Albania has gradually established the position of Minister of State, focused on the Diaspora. The latter has set up state agencies in the service of the Diaspora. The staff of the Minister of State for Diaspora is a community of 71 capable full-time and part-time employees (based on projects mainly), carefully selected for the workplace, who work in coordinated and synergistic structures and teams good. The Minister of State for the Diaspora has established (1) the National Diaspora Agency; (2) Diaspora Development Fund; (3) Diaspora Business Chamber; (4) Diaspora Publishing Center and (5) Center for Studies and Publications for Arbëresh. These structures have a network of 206 active Diaspora associations, professional groups, as well as a network of hundreds of Diaspora professionals in all areas of society and economics. The government has a national strategy for the Diaspora, called the "National Strategy for Diaspora and Migration 2018-2024". This document aims at a future where Albania will be considered a country capable of managing migration flows. This strategic goal is related to the economic and social development of Albania and the image of the country. Established in October 2018, the Diaspora Development Fund is a state body within the Albanian Government. It has a staff of 22 employees, including the staff of the newspaper "Albanian Diaspora" and the Chamber of Business of the Diaspora. Its mission is to provide and distribute financial resources, in the context of promoting socio-economic and cultural development, based on the National Strategy 2018-2024 for the Diaspora, through the promotion and encouragement of philanthropic actions and investments by donors, in support of a closer and more effective cooperation between the Diaspora and Albania. Overall, the Minister of State for the Diaspora represents a department of the Albanian Government, responsible for communicating and addressing issues affecting the Albanian Diaspora. He has intensified cooperation with other actors, including international agencies, such as IOM, the World Bank, etc., as well as non-governmental organizations and the private sector, to deepen the government's engagement with Albanian citizens located in EU Member States. According to researcher Silviu Kondan, independent researcher on migration and Eastern European issues from the Diaspora, Master at the Center for European Studies, Russian and Eurasian at the University of Toronto, published on the portal www.migrationpolicy.org "While Diaspora engagement has traditionally focused on programs that promote cultural heritage and language acquisition, the Government of Albania since 2017 has evolved to include economic programs." . This shift in focus is a result of continued emigration and the growing involvement of the Diaspora in its engagement in Albania, seeking priorities for economic development, but also the government's vision and strategy for a state doctrine for the Diaspora. In cooperation with international organizations, the Government of Albania has been able to launch effective Diaspora engagement projects, which extend beyond cultural and linguistic initiatives, due to the drafting of a strategic plan and action plan although as a government it has little experience in building institutions in this field. She has actively worked to encourage her young Diaspora to stay connected through cultural and language programs, as well as to send remittances and other financial investments. In addition to the special structures of the Minister of State for Diaspora, in all government institutions, there is responsibility for the engagement of the Diaspora in consular services, programs within the Ministry of Education and economic development initiatives through the Ministry of Finance, which need more coordination good. More and more, centralized institutionalized bodies and local government are mandated by recent legislation to implement and govern engagement with the Diaspora at multiple levels. As part of this effort, the Government of Albania has produced national plans for the long-term engagement of the Diaspora, although without managing to massively involve emigrant communities abroad. It has provided financial assistance to returnees doing business in Albania (a reward of 5,000 euros for each new venture). It needs to effectively encourage financial transfers, through innovative programs targeting the Diaspora, supported by start-up and fintech initiatives.
