The nail in the other's wall!

Like the Rambuje dilemma in the past, the issue of association today in Kosovo has confused Albanian public and political opinion in the region. The fact that the pressure for it is being exerted not only by Serbia and the EU but also by the USA, the historical ally of the Albanians, but the latter has made it clear that it is for an association without executive power in respect of the Constitution and state sovereignty. Just like in Rambouillet, the US optics sees beyond the deadlock of the day and today it is once again mortgaging itself by deserving respect and trust. Beyond the debate about its content, the pressure about the association is also based on the fact that the parties once agreed on it. Time will tell how this happened, how the Albanian "filter" of our partners escaped and an "appendix" issue for the liberal and Western Constitution of Kosovo took its place on the negotiating table. but the important thing today is to avoid another "own goal" by the "ropes" behind. The firm once laid down in principle must be respected, but, after the decision of the Constitutional Court and the current context in the region, the issue of association must be reviewed, just as it happened with the much talked about sea agreement between us and Greece. The association has no superiority over the Constitution of the state sovereignty of Kosovo and if it is necessary to "untie a thread", it should be the association and not the Kosovar state. Regarding the context, signing in good faith once presupposed a growing democratic emancipation in the region, but unfortunately Serbia still does not reflect on the past. It still keeps Kosovo in the Constitution, announces red lines around it, separates itself from the EU in its attitude towards Russia, etc.

Association, like "iso" of the past

If Serbia insists on the mini-state association, then let it do this first with its minorities. In the end, however he starts the association, it will be an example for others in the region. There is an essential difference between real respect for minorities and the "Nastradin's nail" in the other's wall, and for the region with one foot in the EU, it is vital to leave behind the historical image of the powder keg. If Serbia is serious about EU integration, it has the chance to demonstrate a Western mentality with the association. If he does not abandon the "neo-vorioepiriot" association, which also contradicts their advertised Open Balkan project and the very spirit of the EU, then he should respect the Constitution of Kosovo and agree with the association without executive power, accompanying it with reciprocity in the Valley . And above all reflecting on the past articulate sorry for him. Otherwise, an association that runs water in the Russian mill would not be an impetus for peace and harmony but opening Pandora's box for tensions in the region. The association badly exposes the double standard attitude of Serbia towards the state of Kosovo. He does not officially recognize him, but in the meantime he takes for granted the signature given years ago or the next one for putting him into life! The association cannot be signed by a "phantom" state, and as long as Serbia refuses reciprocity with the Valley and elsewhere with the alibi of non-recognition, nothing prevents Albania from raising its voice for it. The historical paradox in Albanian-Greek relations with the disproportion in the attitude towards minorities, false victimization, archaisms such as Vorioepiri, the taboo of the Cham issue, the disregard of the Albanian state-forming element in Greece, etc. it should not be allowed to be added as a straw in the future relationship between Kosovo and Serbia. For a state with over 90% Albanians but which is again baptized multi-ethnic, the mini-state association that creates ethnic enclaves should be as much a red line for Albanian politics as the Vorio-Epirote thesis of archaic Greek extremism. There are no two standards for the Constitution, and if it is ignored for the association, then the obstacle for the referendum on Albanian national unity also falls.

Asociacioni si problem mbarëshqiptar

Politika nuk është matematikë ku një minus i dytë bën plus të parin. Një gabim i dytë me asociacionin nuk zbut apo zhbën të parin por përkeqëson situatën më tej. Zgjidhja nuk është as asociaciono-fobia (përsa kohë ka reciprocitet), as shpluhurosja e tezës së shkëmbimit të territoreve (që janë të dyja troje shqiptare) por kohezioni e bashkëjetesa demokratike mes qytetarëve në Ballkanin pa kufij. Jeta dhe dinjiteti i një shqiptari në Luginë vlen po aq sa dhe ajo e një serbi në Kosovë dhe fjala kyç mbetet reciprociteti. Pozicionimi i KFOR në urën e Ibrit duhej të ishte në funksion të unifikimit të territorit dhe jo enklavizimit të tij. Asociacioni mini-shtet përveçse njësh dhe koherent me politikat serbomadhe në rajon, është karshillëk jo vetëm ndaj shtetit të Kosovës por dhe vetë KFOR në misionin e tij të garantimit të paqes e lirisë për këdo në Kosovë. Dhe përpara se dikush në BE ta gjejë të arsyeshëm asociacionin mini-shtet, të pohojë më së pari se KFOR ka dështuar në Kosovë!

Asociacioni i hap “oreksin” më tej Serbisë që nuk ndahet nga e shkuara dhe ndonëse bën “delen e zezë” ndaj luftës në Ukrainë dhe izolimin ndërkombëtar të Rusisë, sërish gjen shesh e bën përshesh në BE. Me asociacionin mini-shtet zyrtarizohet intimidimi ndaj shtetit të Kosovës dhe e ardhmja mbetet e paqartë duke zgjatur krizën pafundësisht. Me asociacionin në “xhep” Serbia nuk ka më ngut për asgjë. As për integrimin në BE sepse e di që BE përdëllohet për të me kosto zvarritjen edhe të integrimit të vendeve të tjera në rajon por dhe se nga dyzimi mes lindjes e perëndimit, Serbia veç fiton më shumë. I kujtdo forme, asociacioni gjithmonë do të jetë sfidë për sovranitetin në Kosovë. Sovraniteti nuk duhet të mbetet në letra dhe e vetmi mekanizëm që e garanton atë do të ishte përshpejtimi i futjes së Kosovës në NATO për t’i dalë para çdo shndërrimi eventual të kufirit mes Kosovës e Serbisë në kufi mes perëndimit e Rusisë. Nëse nuk hiqet dorë prej asocionit, atëhere ai duhet rishikuar me njohjen e ndërsjelltë si parakusht, reciprocitetin e kushte të tjera si paketë shoqëruese deri “hollimin” e tij me krijimin e asociacioneve gjithandej (veri, jug, lindje e perëndim) me kompetenca bashkish. Asociacioni nuk është thjesht problem kosovar por shqiptar. Politika, historianët, intelektualët, shoqatat qytetare etj kudo në hapësirat shqiptare duhet të çmontojnë më tej mitet shoviniste në rajon. Kosova nuk është djep i Serbisë por “dosje” e stërmadhe e padrejtësisë ndaj shqiptarëve autoktonë. Krishterimin në ato vise nuk e sollën serbët por e gjetën aty sikurse gëzuan gjatë edhe pasuritë e shumta natyrore për të cilat ka aq shumë nevojë sot shteti më i ri në Europë. Sot është dita për unifikim të qëndrimit shqiptar në rajon në harmoni me partnerët tanë historikë. Jo “krehje” e lojëra opozitash në bulevard që si gjithmonë përkojnë “rastësisht” me krizat në Kosovë, sjellje bedeli e justifikim i mungesës së Serbisë ndaj sanksioneve ndaj Rusisë apo dhe vijimin me Ballkanin e Hapur fryma e të cilit bie ndesh me asociacionin mini-shtet. “Gozhda” e huaj në murin e Kosovës është gozhdë në shtëpinë mbarëshqiptare dhe po aq sa i rëndësishëm është raporti mes shqiptarëve dhe serbëve për të ardhmen e rajonit, po aq rëndësi ka që të fillohet me këmbën e mbarë.
