Do individuals matter in history? A contemporary of Caesar or Muhammad, Luther or Gandhi, Churchill or FDRoosevelt would hardly think to answer such a question. Also, no one would question the decisive role of Skenderbeu, Ismail Qemali or Ahmet Zogu in Albania, who correctly understood the culture and popular traditions and showed the modern vision by orienting the country towards the west. Every society, whatever its political system, is constantly in transit between a past that shapes its memory and a vision of the future that inspires its evolution. Along this path, leadership is necessary because decisions must be made, trust gained, promises kept, a path designed to be followed. Within human institutions, the leadership of states, religions, armies, companies, schools is needed to help people get from where they are to a more advanced position and, sometimes, society can barely imagine the future. Without leadership, institutions are unstable, and nations lose stability and ultimately end in disaster. The history of our country after the 90s is filled with many such cases. Leaders think and act at the intersection of two axes: the first, between the past and the future; second, between the values ??and aspirations of the moment and those they aspire to achieve. Their first challenge is analysis, which begins with a realistic assessment of their society based on its history, customs, and capacities. They must then balance what they know, which is necessarily drawn from the past, with what they aspire to the future, which is inherently speculative and uncertain. It is this intuitive grasp of direction that enables leaders to set goals and define a strategy. Our leaders, not only have not shown a vision and strategy for the future, but on the contrary, they have only cared to keep their power and annihilate political opponents. As a result, the country has produced permanent crises like the one in 1997 when the country was totally bankrupt and Sali Berisha showed a total lack of vision and strategy. Later in 1998, the two leaders Berisha and Nano showed that they were visionless and incompetent and proved that they were nothing but two small people who had not been able to break away from the Balkan mentality. Leadership is most important during periods of transition, when values ??and institutions have to adapt to the new reality and the outlines of a decent future are controversial. . In such times, leaders are called to think creatively and diagnostically. What are the sources of society's well-being? Which legacies from the past should be preserved, and which should be adapted or discarded? Which objectives deserve commitment and which prospects should be rejected no matter how tempting? Also is society vital and safe enough to tolerate sacrifice as a way to a better future? The Albanian transition proved to be the longest in Eastern Europe and showed that politics and Edi Rama were not capable of rooting out corruption, this and as a result of the disintegration of the opposition. The massive corruption that has engulfed the country both at the local and central level shows the failure of the socialist leadership. Meanwhile, PD has become like an eagle with two heads fighting each other, and Berisha blames the American ambassador and Soros for this, but he says he supports American values. What tragilomedia do we live in? Meanwhile, the leaders of small parties have turned their parties into family businesses. Ilir Meta, the former president, is a clear example of the grotesque leader. Furthermore, events often move too quickly to allow accurate calculation; leaders must make judgments based on intuition and hypotheses that cannot be proven at the moment of decision. Risk management is as critical to the leader as analytical ability. Even the best of the remaining choices will be complex to execute, with reduced chances of success and greater risks of failure. This is when the leader's instinct and judgment are essential. Winston Churchill understood it well when he wrote in "The Gathering Storm" (1948): "Statesmen are not only called upon to settle easy matters. These often resolve on their own. Exactly where the balance trembles and the solutions are shrouded in fog, there is the opportunity for quick decisions to get out of the situation. In May 1953, an American student asked Churchill how one could prepare to meet the challenges of leadership. 'Study history. Study history," was Churchill's blunt reply. "In history lie all the secrets of the creation of the state." . Churchill was himself a wonderful student and writer of history and he understood history and its continuity well... The time has come for the country to promote leaders with vision, who know the history of our country and the Balkans, as well as world history. Leaders must be able to make the analogy of world experiences with the current moment in which the country is in. Albanian journalism and civil society must test the knowledge and vision of the current Albanian leadership and promote new talents... But knowledge of history, although essential, it is not sufficient. Some issues remain forever 'shrouded in fog'. History teaches us that we can use analogy, through the ability to recognize comparable situations. However, the 'lessons' hers are essentially approximations which leaders are tested to recognize and are responsible for adapting to the circumstances of their time. The early twentieth-century philosopher of history Oswald Spengler captured this task when he described the 'born' leader as 'above all an assessor - an assessor of people, situations and things [with the ability] to do the right thing without "knew" it'. Strategic leaders also need the qualities of the artist who feels how to sculpt the future using the materials available in the present. As Charles de Gaulle observed in his meditation on leadership, The Edge of the Sword (1932), the artist "does not give up the use of his intelligence"—which is ultimately the source of "lessons, methods and knowledge ". . Instead, the artist adds to these foundations 'a certain instinctive faculty which we call inspiration', which alone can provide 'the direct contact with nature from which the vital spark must leap'. Our state or party leaders can receive directives from the European community or America, but it is their duty to adapt them to the history and culture of our country. It is their duty to understand the culture and history of the nation and make the organic connection of the world experience with the Albanian actuality. It seems that our leaders are more interested in winning the sympathy of the Westerners than of our people. Here lies the failure of the Albanian leadership in general. The Stoic philosopher Epictetus wrote long ago, “We cannot choose our external circumstances, but we can always choose how to respond to them” It is the role of leaders to help guide that choice and inspire their people in its execution. Our leaders must present the country's political priorities and their vision for the development of the economy based on Western models. The experience of Eastern European countries such as the Czech Republic, Hungary, Poland, etc. are living experience for our leaders on how to project the future. Also, the experience of the tigers of Asia, such as Taiwan, South Korea, Singapore and Hong Kong, is an example for our leaders of how they can lead our country to the European family. we answer them” It is the role of leaders to help guide that choice and inspire their people to execute it.
