Shell owns 11.1 billion barrels of oil reserves all over the world. She knows where to look for oil. The company itself in its wells produces 3.7 million barrels of oil per day and has 44,000 oil and gas retail outlets around the world. Three years ago, in May 2019, Shell discovered an important oil-bearing and gas-bearing area at a depth of 800 meters, in the Shpiragu-4 Well. Shell operates in a field of three exploration blocks, in a total of 4 thousand square kilometers in Berat, on the mountain of Shpirag. Three years ago, the discovery of oil in Shpirag, the first after almost 30 years of no discovery of oil wells on land in Albania, was important for the giant oil company. Marc Gerrits, Executive Vice President of Petroleum Exploration at Shell, stated that "We are pleased that these initial tests have confirmed the potential of this discovery and we look forward to growing our business in Albania." After three years and one month, our prime minister reaffirms that we are at the stage of a very important discovery on the ground of gas and oil that will not only greatly affect the future of our country, but in these special circumstances, will play a role in Europe's energy future. Shell has not yet provided figures for the amount of oil that is thought to be hundreds of meters deep under Mount Shpirag. Three years ago, the company claimed that a multi-day production test at the well performed as expected, with a flow potential of several thousand barrels of oil per day. According to Shell, the structure of the oil bearing belt is of high porosity, making oil extraction easier and less expensive. However, the use of Shpirag oil for commercial and production purposes remains to be determined, through further assessment activity. Perhaps the prime minister has information that in these days or weeks, Shell will give the confirmation that it will invest in the extraction of oil in Berat. The 60 to 40 ratio that he mentioned is about the 40 percent that will be the part of the Albanian state. in case sufficient oil is discovered for industrial purposes. Trying to interpret the prime minister in what he says, it seems that in these three years since the discovery of oil in the Shpiragu-4 well, Shell in Albania has carried out successful steps in the evaluation program of the Shpirag field, which lead to drilling more appraisal wells and, further, to possible full field development, subject to a final investment decision being made. We all have our eyes on Shpiragu, since, after these hot summer months and the peak of money from summer tourism, we will be in a very difficult situation from mid-September onwards, with consumption falling sharply. Now we are not feeling it, but we import an average of 4 million euros of electricity per week, with international market prices at frightening levels of 335 euros per megawatt. We have returned to the society and economy of air conditioners in these extremely hot days and this expensive symphony will continue until the end of August. If Shell concludes that it has discovered enough oil in Shpirag and production and extraction is profitable, that means at least from the first year of production, which will hopefully be next year or 2024, state revenues (40 percent) may be at levels of 60-80 million euros. If the oil belt is also important for Europe itself, the restrictions and sanctions of Russian oil and gas, according to the statement of our prime minister, it is appropriate that the oil that will be determined in Shpirag be at least twice as large in quantity, from the oil of the Marinzë-Patos or Kuçova oil-bearing area, discovered as far back as 1927 by the Italian company Agip and the pioneer of Albanian oil, the Polish martyr geologist Stanislav Zuber. We wish with all our heart to have such a successful history of Albanian underground oil before us.

Paralelisht, Shell planifikon të shpojë puse të mëtejshme eksplorimi brenda sipërfaqes që zotëron për të testuar potencialin e tyre.
