Spartak Ngjela warns of a major turning point in Albanian politics
The flood in Shkodra and the hypocrisy of the opposition
Written by Pajtim Bello 14 Janar 2021
The second week of January 2021 brought high levels of rainfall and created a flood situation in some areas of the country, especially in the Region of Shkodra and Lezha. State institutions made available all their capacities to cope with the situation created by coming to the aid of the families affected by this disaster. It is difficult to live the situation that families experience in flooded areas. You have to be very human and fair when talking about this situation, let alone the situation of flooded families. No other scratch can push you to play with the pain experienced in flooded areas. The opposition in the well bunker against its enemy, the government and personally Edi Rama, could not wait for an event at the beginning of this year and it seems that the flood was done as usual. Not wanting to know what happened, what the government and local institutions are doing the opposition started the engines, sharpened its sword and landed on the battlefield. According to his custom, he expressed "pain" for what he found the residents in the flooded area and was released without restraint to the government, which had abandoned the residents in this disaster. The opposition found the government and its institutions to blame for this flood and promised that when it comes to power there will be no such events. It seems that the images of the 2010-2011-2012 floods have been erased from the memory of the opposition, or it has not recorded the flood of biblical proportions at all, especially in the Shkodra Region, when it was in power. The opposition may have a poor memory, but the people do not. I will only talk about Shkodra Region what happened there during 2010; to refresh the memory of all, not just the opposition. In the first flood on January 2, 2010 as a result of heavy rains and the opening of discharge gates from the Drin cascade hydropower plants, large areas of land were flooded in 8 municipalities of Nënshkodra and three neighborhoods of the city of Shkodra. The flood brought a very serious situation: 13 thousand ha of flooded land, about 4500 flooded houses and 8780 inhabitants displaced to the flooded area; not to mention injuries to businesses, businesses, etc. claims verification commissions declared a value in the amount of just over 8 million dollars, a value that is very controversial by the injured parties! This flood opened the floods in this area because during 2010 there were 5 (five) such. During the first three floods (January, February, March-April) for almost 6 months the area of ??Nënshkodra remained under the power of water until the fifth flood that started on November 30, 2010 and brought disasters of biblical proportions. Floods engulfed 12 municipalities and 7 neighborhoods of the city of Shkodra. In a post-war situation the figures lost their meaning; however the estimated damage was about $ 30 million. The year 2010 will be remembered as a year where in Shkodra "boom" transport by boat and motorboats as the only transport for residents, emergency forces and government officials, including the then Prime Minister Mr. Sali Berisha, who still said that the citizens are happy under his rule. There is no more accurate and sarcastic description than the statement of the former Speaker of Parliament Mrs. Jozefina Topalli that Shkodra became like Venice, which I believe the people of Shkodra will not have forgotten! Even the beginning of 2021, like many other times, it started with floods all over Albania, but especially in the Region of Shkodra. Referring to the hydrometeorological situation and hydrometric data in the Drini Cascade, the rainfall brought twice the amount of water than in December 2010, while the size of the flood was comparatively smaller. Recall that this time only 46 families were evacuated! However, the situation was problematic and the governing structures were located in the area close to the residents. For the rehabilitation work of hydrotechnical works in this area, carried out under its governance, tried to do a commissioning of works and verification of the effects of investments that are not recent. We did not hear any government official say that the residents are happy or that Shkodra became Venice again. Just concern and confrontation by meeting and listening to residents. I made this confrontational picture limited to understanding how cunning opposition politics is. He dares to return "triumphant" to the crime scene, from where 10 years ago he fled with his tail in the saddle (he did not compensate the residents either, who probably still have installments without receiving them). It is the incomparable murderous hypocrisy of our opposition. In the vernacular: “Your sorrow is not my sorrow. "My grief is your grief." How can the opposition, on the Day of Judgment, go to the flooded areas and demand that votes be collected from the disaster ?! Why does she not apologize for what she has caused to these residents 5 (times) in a row only in 2010 and did not leave power without compensating them; despite a promise that he would pay you the last lek! The memory of the opposition may be short, but not of the people. In the confrontational picture we remind that before November 2, 2010 the structures of KESH sh.a had asked to make downloads, but from above were not allowed! This caused the discharges to increase for a short time and the flood to become biblical proportions as it happened. This was talked about above and below the tables, but only that! The 2010 government had a negative impact because it did not manage the hydric situation for the coherent period of the year and did not make any investment to rehabilitate the hydrotechnical works in the area. That government today comes as the opposition and seeks to make the prosecutor, an old habit of hers. They say that the mouse can once pass under the nose / mustache and this opposition, surprisingly, has consumed this chance more than once. So it seems he wants to play with the cry. But it seems that this time it is the turn of the circuit to work! If the opposition tries another way, to seriously assess what is happening, to reflect and make this reflection in front of the residents in the flooded areas. If she promises that she will always take events seriously, she will have a better chance of resolving her plight. This requires changing oneself, it is difficult but it can be done. Try it maybe.
