According to the article "Southeast Europe seeks to engage its diaspora to offset the impact of depopulation" by Silviu Kondan, an independent researcher on migration and Eastern European issues from the Diaspora, Master at the Center for European, Russian and Eurasian Studies at the University of Toronto , published on the portal www.migrationpolicy.org, “Albania's emigration has been exacerbated by low fertility and high levels of immigration, as well as gloomy economic forecasts, especially during the COVID-19 pandemic. While Albania is in the race to get the start of EU accession talks this month (June 2021), it will continue to face sharp emigration in the years to come. During the last 4 years (2017-2020), the Albanian government has created the position of Minister of State, focused only on the Diaspora and the latter has set up state agencies entirely in the service of the Diaspora. He has intensified cooperation with other actors, including international agencies, such as IOM, World Bank, etc., as well as non-governmental organizations and the private sector, to deepen the government's engagement with Albanian citizens located in EU member states. According to Kondan, "While the engagement of the Diaspora has traditionally focused on programs that promote cultural heritage and language acquisition, the Government of Albania since 2017 has evolved to include economic programs." This shift in focus is a result of continued emigration and the growing involvement of the diaspora in its engagement in Albania, seeking priority for economic development. In cooperation with international organizations, the Albanian government has been able to launch effective Diaspora engagement projects, which extend beyond cultural and linguistic initiatives, due to the drafting of a strategic plan and action plan although as a government has little experience in institution building in this area. She has actively worked to encourage her young diaspora to stay connected through cultural and language programs, as well as to send remittances and other financial investments. In addition to the special structures of the Minister of State for Diaspora, in all government institutions, there is responsibility for the engagement of the Diaspora in consular services, programs within the Ministry of Education and economic development initiatives through the Ministry of Finance, which need more coordination good. More and more, centralized institutionalized bodies and local government are mandated by recent legislation to implement and govern engagement with the Diaspora at multiple levels. As part of this effort, the Albanian government has produced national plans for the long-term engagement of the diaspora, although it has managed to massively involve emigrant communities abroad.

Ministri i Shtetit për Diasporën ka partneritet me organizata ndërkombëtare, Agjencinë Shqiptare të Zhvillimit të Investimeve dhe sektorin privat, për të zbatuar projekte dhe për të lehtësuar dialogun me diasporën shqiptare. Nga ana tjetër, po sipas Kondan, “projektet e angazhimit të Diasporës në Shqipëri dhe Kosovë japin një shembull unik ku dy shtete etnike bashkëpunojnë për të ndarë rezultatet pozitive të promovimit dhe nxitjes së trashëgimisë shqiptare jashtë vendit. Qeveritë kanë arritur disa marrëveshje angazhimi të diasporës dhe qasja e përbashkët përshkruhet në strategjitë e tyre kombëtare”.
