Of course, Albin Kurti's Draft Law on the obligatory placement of the headscarf in pre-school education for girls aged 14-16 years is a step backwards that directly hits the Constitution of Kosovo in the paragraph where it says that the State of Kosovo is a state without a defined religion and is a secular state according to Article 8 of the Republic of Kosovo, which states: ``Article 8 [Secular State]. The Republic of Kosovo is a secular state and neutral in matters of religious beliefs''. Then why does Albin Kurti want to make a concession to the Islamic Community of Kosovo in terms of wearing the headscarf (Hijab in Arabic) for girls studying in the public pre-university educational institutions of Kosovo? There are several reasons. It is thought that the main reason is political, because Albin Kurti is seeking the votes of the Islamic community in Kosovo for the upcoming Local and Parliamentary elections. The other reason is thought to be the great pressure of the powerful Islamic Community of Kosovo, which is often involved in political debates, especially Mr. Sh. Krasniqi, who has described the people of Kosovo as Muslim people, which is not entirely true - but it is a religious argument to direct Kosovo towards a non-secular state and consequently with all the consequences that would arise if this version of the Leaders of the Islamic Community was realized.

This also reminds us of the pressure that the Vatican once put on Enver Hoxha to place non-Albanian Cardinals at the head of the Catholic Community. Dictator Hoxha's negative response to the Vatican's request caused that irreparable rift in the future in terms of religious communities in Albania, and the creation of an atheistic state in Albania after 1967. This could also happen in Kosovo but in the opposite direction, in that of an Islamic religious state.

Of course, this also coincides with Tito's statements at the time of Yugoslavia, when in the censuses of the population registration in the former Titoist Yugoslavia, the so-called ``Muslim population'' appeared, which was artificially created by the Yugoslav policy to minimize the Albanian factor in Kosovo, but that was of the Muslim faith. To better clarify what the headscarf is for Muslim women, we can remember that:

Let them extend their head-coverings over their breasts, and not display their beauty and ornaments, except before their husbands or their fathers, or their father-in-law, or their sons, or their husbands' sons, or to their brothers' or their brothers' sons, or to their sisters' or wives' sons, or to those who have them under their dominion, or to male servants who have no lustful desire, or to children who do not know about the private parts of women. Let them not beat their feet (on the ground), so that their hidden ornaments are revealed. O believers, turn all of you to Allah in repentance, so that you can achieve salvation! Debates have started since six years ago, when a number of schoolgirls who wore the headscarf were initially noticed, while they were still attending primary or secondary education, and then it was the Ministry of Education that issued an administrative instruction prohibiting the wearing of headscarves in public primary and secondary schools. Also in that Law (administrative order) "The law on pre-university education determines that public educational institutions must refrain from religious teaching and from other activities that propagate a certain religion, which in this particular case does not deny it, but neither allows this presentation of a certain religion in our schools".
