Mass immigration has become a serious wound for our society. There are two causes that cause this hemorrhage as a whole, the war or the economy in review, which fails to create jobs, satisfactory wages that respond to market prices, the cost of living and make the future uncertain. Clandestine Albanian emigration has been present throughout this transition to a free market economy, and the flows have reflected certain crisis situations, which have often been influenced by external factors, such as the war in Ukraine. Therefore, they cannot be comparative and used as slang, as a battle horse or for political revenge. The truth: with small changes, there have been no real approaches, preventive, long-term strategies that would mitigate this negative trend, removing the most vital people, skilled workforce. There are people who have an education to be envied, masters of technology, of foreign languages ??who, in panic or for a more promising future, go to make their contributions in other countries. A large part of them say that they will not return and this is painful. However, the solution is not with appeals, patriotic appeals, but pragmatic, with concrete alternatives. The problem must be analyzed in depth and, depending on the conclusions, tasks must be drawn: where have we limped, what is urgent, what are our real possibilities and capacities for a more transparent and rational approach. Due to the climate and an earlier consolidated tradition we can be attractive in agriculture, livestock, agroculture and tourism, and these are inextricably linked to each other. So to speak, they create profitability and can be accessed primarily from the domestic market, significantly changing the perspective. But the mentality must be changed, legislative reforms must be carried out that favor farmers, farmers, make them competitors, avoiding partial development, each as they wish, "for themselves" and without taking any risks. In short: given the necessary facilities, everyone should pay the land tax at the end of the year, just as it happens in other countries. The land does not only belong to the one who owns it with a title deed, but it is first and foremost a national asset. It is unforgivable that even to this day, we import not only grains, but also fruits and vegetables from the surrounding countries, we buy them with currency as much as "chicken"! We are an economy more than a producer, a consumer, that we are mainly based on services. For each item or expected indicator, the right tools and resources are required, which can be briefly classified into: technology, labor, capital, resources, marketing. A is quality education according to demand - supply that avoids informality. Today we have a lot of PhDs who are paid with public funds, but few craftsmen. It is becoming a challenge to find electricians, plumbers, etc., especially for household services. I think that the time of mass education has passed, of hybrid classes whose criterion is passing; intelligent selection is required. Discovering talents, following them step by step, encouraging them, motivating them by offering them all the necessary facilities, avoiding clientelism. Albanians are up to date with technology, they are a relatively young population, and the country has untapped resources. We are a country rich in water resources, with well-known underground resources, with a fairly wide coastline, with sunshine for most of the year, and we can become a regional energy power and beyond. As for capital, financial budgets, they are often not missing but are not oriented. It is said that there is a construction boom that does not justify demand - supply and another approach could be offered to them, areas of cooperation, partnership according to favorable contracts; which would also significantly mitigate social problems. In the same way, more breathing should be given to the small and medium-sized business, especially the artisan one. The state cannot be only a regulator and tax collector, the private individual cannot be only a hunter of fat, quick, speculative profits that avoid the law and obligations; but they must be in unison,
