Lord Rama, you won the elections, now win the administration too!

The May 14 elections were a surprise for everyone. Not only in the sense of the massiveness of the vote, but first of all for the geography of SP's victory. The cherry on the cake was, of course, the victory after 32 years of Shkodra Municipality. This victory was really a triumph of the socialists with themselves, who after three decades managed to win the center of the north. The people of Shkodran, who are considered to be stuck in the blue trenches, showed in the last elections that they know how to vote first with their minds and not always according to the passion dictated by their hearts. For many reasons, the invitation to Shkodër was reached. In the first place, the Shkodran people known to Western culture, those who were born and grew up on the banks of Buna and Kiri, the lake and the sea, the place where craftsman photography flourished, the city of Marubi and Zade, Bala, Kraja and thousands of prominent luminaries, day to act prudently. They turned their backs on those who are in an absurd battle with America and consider Shkodra as the plot where blue flowers could grow all their lives. Of course, Shkodra with 12 thousand votes difference with the former mayor Spahia gave with love for Benet Beci and many citizens from the south in the summer followed the famous song, Shkodra si ke nje, si ke nje... The map of Albania these elections took color from the south to north and did not undergo the early practice of dividing south and north. Now on the eve of the inauguration and the start of the four-year battle of new mayors and councils, the socialists, through the thank-you tour, take stock and declare only work with rolled-up sleeves. It's completely normal. The burden is not light on the shoulders of the socialists, who not only have the car and the wheel, and all the cars and means of national transport in a figurative sense. Today, each of Albania's voters is waiting for deep reflection, because after two years the general elections are coming and the people know how to make drastic turns if they don't see radical changes. Finally, it is the Albanian voter who concludes and terminates the contract with the government and local government. If you break the contract, then the people choose, not the party, but immediate divorce, looking for another political force or some party that will serve you better and better. Then what should be done to be in charge of affairs and for the citizens to trust you again and vote for you not only with their minds, but also with their hearts? As Edi Rama is treating them in his thank you tour, emphasizing services to citizens and their humane behavior, whipping any of the administrators who take the soul of the citizens and look at them from their pockets, they are endlessly scolding and beating them, not waiting for them or solving their problems. It is really a sincere self-criticism of the Prime Minister about the cadastre of Vlora. Yes, this cadastre has been involved in scandals more than once and the directors leave sooner than they start work. Then how to act and is there a solution to this way of behavior without any civic and legal sense? The truth, the Vlora cadastre is not the only one. Each of the cadastre offices has its own wounds that defame the Albanian citizens, who, after voting, install in the administration a group of individuals who do not want to know who you are. You, as a citizen, go to the offices because this practice cannot be taken up even though the national e-Albania platform is in operation, because in many cases the citizen needs to personally contact the one who has delegated a vote in the offices, since it is precisely from this vote that all rights and the administration itself, after the citizens give power and for themselves receive non-service as a reward. What is happening to our administration? It is enough to go through the state offices and you will meet the same faces. Directors hanging on their lips as if they have the globe on their backs. Directors who have opened the book with these functions and continue until the majority leaves power. Here it is not the case that one party should leave and another should come, but even the white faces should move according to the mechanism of meritocracy and behavior towards citizens. If you lack professionalism or the way of institutional and human behavior, then you are not just an administrator, dear director or specialist, who humiliates you by the way he waits for you. Who won't know that a bouncer has come to his office and shamelessly tells him, come tomorrow. Come in a week or a month. The desert citizen no longer goes at all. We are not talking about those who make seas and mountains insurmountable to your problem. Not even for a hand of administrators who, before serving you in a thousand ways, set the target of the fine you have to pay. And in this way, the citizen does not feel in his own country and sees emigration as a solution. There are thousands of details that make up the difference in the behavior of our officials. Yes, many of them have run out of fur and have made the couches a pit and never know how to dismount the horse to make room for someone else. Institutions do not have to go with the idea, better this, the director who has ten years than another one who has not been tried. Exactly to decide the right individual requires reflection and responsibility. Otherwise a director remains for life. Non-transferable. Uninjured so far as he says, I am tired, now I have finished all my fraternity, family, and neighborhood business, and I am going to my work. Selection of leaders when they are not in office is a must. Otherwise, the administration becomes bureaucratized and slows down. This is the reason why many directors are considered natural monuments. Director today, director weather and the years to come as a director were born and will remain as such. This philosophy breeds servility and vanity. This happens because the upper administration gets to know the lower one. An individual cannot remain a director or specialist for more than 15 years or up to twenty, because this would not be a service to the people, but a cementing of the directors, who were born with a shirt even though quite a few have degrees from "Kristal" or of "Showcases". There are those who have never taken an exam, they are holding as a talisman a diploma that weighs thousands of euros in their wallet, as much as it cost them to buy this diploma. And these are the most powerful, the most agile, the most pampered, the most valued at a time when the door is closed to individuals with personality because they cannot do hosanana and are not servile to their bosses and deputies or ministers and friends. In every place you look or hook, you will definitely catch one of these directors or administrators, who think they are eternal. Yes, the administration is the state itself. As is the administration, so is the government. It is also politics. They break or make opinions and lay or destroy tracks to move forward, towards progress. This is the reason why Edi Rama criticizes. But that would not be enough. That special drivers have strong quartz and are protected from any seismic shock. They have been transformed into bronze or granite monuments. Therefore, the citizens rightly say: Mr. Prime Minister! Now that you have thousands of examples of how the administrators from the base to the pyramid, have looked at the pocket and not the state and the citizen, and after you won the local elections by plebiscite with the whole government and the party, fight to win the administration as well. Otherwise, the electoral victories are and remain minor and their progress is like a straw flame. They don't take you far. Citizens have business with the administration. They are the gears that set the state in motion. That's why you won the elections, now you also won the administration. And this requires, not labeling, not tickling or criticizing, but revolution, subversion, daily action, honesty, progress, selection, discarding and approaching those who know how to make a correct and honest administrator.
