The Special Court has refused the Special Prosecution to terminate the investigation against 7 former members of the High Court. The court has asked the SPAK to continue the investigation for another four months, requesting additional materials from the vetting for the defendants who are: former judges Aleksandër Muskaj, Artan Zeneli, Besnik Imeraj, Edmond Islamaj, Gani Dizdari, Tom Ndreca and Xhezair Zaganjori. They have been investigated for the criminal offenses of refusal to declare, failure to declare concealment or false declaration of assets. Some time ago, it was the lawyer Fran Dashi who filed a lawsuit for those who remained in the vetting, but SPAK stated that from the investigation conducted it did not find any criminal offenses. In the request that SPAK submitted to the court for the termination of the investigation, it is stated that there are some inaccuracies in the declaration of assets, which are of administrative nature, but no criminal offenses have been committed. SPAK has requested the dismissal of the case for Aleksandër Muskaj, Artan Zeneli, Besnik Imeraj, Edmond Islamaj, Gani Dizdari, Tom Ndreca and Xhezahir Zaganjori. Meanwhile, investigations continue for Bashkim Dedjan, Shkelzen Selimi, Admir Thanzen, Fatos Lulon and Guxim Zenelaj.

Vishaj: No defendants fired for corruption

Meanwhile, the president of the Association of Criminal Lawyers, Saimir Vishaj spoke about the extension of the vetting deadlines and those who remained in the vetting. In a television interview, he described the vetting process as delayed, although he said he agreed to extend the deadlines. He stressed that we are currently in a delicate moment due to vetting dismissals, but said that this process should continue. "It is far from the expectation because in these 5 years it has been damaged more as a power because we have a principle of a delayed justice, a denied justice. This is due to the resignations and departures which have affected the delay of justice. "What worries us is the courts of appeal, it can not be tried in time, trials which last without end, so we can say that we are in a very delicate moment," he said. Vishaj declared, that when they entered this process they aimed to bring to justice all those persons who had a past related to corruption. He states that from the decisions taken so far by the KPC or KPA, no defendant has been dismissed for corruption. "When we started this justice reform we had an experience, we all agreed that this justice reform was not needed because we all agreed that there were many corrupt elements, but on the other hand we also had good judges and prosecutors. All this was done to oust those who have a past, where one of the first conditions or criteria needed for reform was corruption, which was eroding justice. "But the decisions of the KPC or the KPA have nothing to do with corruption, no zero," he said.
