What you see in the lawsuit filed by the journalist Doçi in SPAK is called evidence 1. The representative of the 5-star hotel in Vienna "Starlight", confirms the accommodation in 2013 of the then Minister of Economy Arben Ahmetaj. The payment was made through the credit card of the citizen Klodian Zoto, that is, the incinerator businessman. So far, it may seem like a normal gift even though the recipient is a member of the government cabinet.

But what happens next? In 2014, the Ministry of Environment, together with the Ministry of Economy, Trade and Entrepreneurship, headed by Arben Ahmetajn, was charged with following the procedures for granting the Elbasan Incinerator with a concession. The company that submitted the unsolicited offer was "Albtek Energy" represented by Klodian Zoton. The same person who a year ago had paid for the accommodation of Minister Ahmetaj in Vienna in a 5-star hotel. At this moment, the minister, at least, was facing a conflict of interest and could not be part of the process.

But what happens next... On November 14, 2014, through the letter with protocol number 7975/1, Minister Ahmetaj agrees in principle to the designation of the Ministry of Environment as the contracting authority for the concession of Elbasan according to the Public-Private Partnership formula. So, Ahmetaj paved the way for the whole subsequent process. Now, we are not facing a conflict of interest, but facing criminal responsibilities.

The minister was receiving illegal benefits, undeclared even to the Assets Declaration Inspectorate, against the granting of the Elbasan incinerator concession. It is not known if this money spent by Zoto was made in the form of coercion on the part of Ahmetaj, or if it was a bribe to corrupt the former Minister of Finance.

"On the one hand, Ahmetaj gives public money and engages in concessions on account of Klodian Zoto, on the other hand, Zoto returns the restaurant to Ahmetaj, covering the expenses," said the journalist, Adriatik Doçi.
