The agreement between Belgrade and Pristina on the re-registration of vehicles with "KM" license plates, which was welcomed with relief, also brought a moment that no one expected, the announcement of the update of chapter 35 in the framework of Serbia's negotiations with the European Union (EU). . Although the last, this chapter is considered the most sensitive and the most important because it deals with the normalization of relations with Pristina and in the future, according to some interpretations, a Franco-German proposal for the solution of the node of Kosovo. Analysts and experts in Serbia believe that it will mean the end of the Brussels Agreement, while others believe that it is time for those steps because many things have happened since the opening of the chapter. The changes in chapter 35 were announced by the head of diplomacy of the European Union, Borrell, on November 23, after reaching the agreement between Serbia and Kosovo on license plates. "I will invite the parties in the coming days to discuss the next steps, to present the results of the next Special Group on normalization with Kosovo and the next update of chapter 35 on Serbia," said Borrell.

Franco-German plan part of chapter 35

It could mean the inclusion of the Franco-German proposal, which will thus become an official European proposal, says Suzana Grubješi? from the Center for Foreign Policy. "The inclusion of the Franco-German proposal would also mean the formal end of the validity of the Brussels Agreement, which enabled the opening of membership negotiations with the EU and which, after almost 10 years, remained unfulfilled in its main part, ZSO did not has been formed until today", said Grubješi? for RSE. If that plan ends in chapter 35, what does it bring to Serbia?

Nuk është e lehtë të përpilohet një qëndrim i përbashkët në një periudhë të shkurtër kohore, duhet të harmonizohen shumë qëndrime, kështu që nuk mund të presim një ndryshim të shpejtë në këtë kapitull të negociatave”, thekson Mijaçiç. “Nëse ndryshimin e kapitullit 35 e lidhim me planin Scholz-Macron (plani franko-gjerman apo evropian), më shumë jam i mendimit se ky ndryshim do të ndodhë pas miratimit të mundshëm të atij plani nga palët negociuese, në radhë të parë nga Serbia nga sa mund të presim gjatë negociatave. Sigurisht që besoj se versioni i ri i kapitullit 35 do t'i referohet marrëveshjes për normalizimin e marrëdhënieve me Kosovën dhe obligimeve që Serbia do të marrë me nënshkrimin e një marrëveshjeje të tillë”, thekson ai. Serbia, shton ai, nuk mund të përparojë drejt anëtarësimit në BE pa përmbushur dispozitat e kapitullit 35 dhe ai kapitull paraqet shkallën e përmbushjes së detyrimeve që dalin nga dialogu i Brukselit dhe marrëveshja e normalizimit.

"Therefore, Serbia's obligations are clear and should not be seen as profit or loss, but as a step towards fulfilling the signed provisions and getting closer to EU membership", concludes Mija?i?.

What does chapter 35 contain?

Chapter 35 is entitled "Other matters" and aims to deal with matters that cannot be classified in one of the areas of the EU's legal heritage. Through it, Serbia resolves its relations with Kosovo and contains a mechanism for monitoring the implementation of the agreements reached within the dialogue between Belgrade and Pristina. The issue of Kosovo has a neutral status in it and it is said that work is being done to "normalize relations between Belgrade and Pristina". It opened on December 14, 2015.
