An arrest warrant has been issued against Vladimir Putin by the International Criminal Court, meaning the Russian president could be arrested if he trespasses in any ICC member state. But Hungary has said that as things stand, it would not arrest Putin. Prime Minister Viktor Orban's chief of staff said the order has no legal basis in Hungary. "We can refer to Hungarian law and based on this we cannot arrest the Russian president, as the ICC statute has not been promulgated in Hungary," Gergely Gulyas said at a conference. However, he added that his government has not yet "formed a position" on the arrest warrant. "These decisions are not the most fortunate as they lead things to further escalation and not to peace, this is my personal subjective opinion," he said. Hungary has signed and ratified the Rome Statute that created the International Criminal Court, but Gulyas said this has not been incorporated into the Hungarian legal system. Putin is the third sitting president to be issued an arrest warrant by the ICC, but is unlikely to end up in court in the near future. The Russian leader is accused of illegally deporting hundreds of children from Ukraine. On the other hand, Moka has warned that any attempt to arrest President Vladimir Putin after the arrest warrant issued by the Criminal Court of The Hague against the head of the Kremlin, will be considered as a declaration of war against Russia. The warning came from Putin's ally and vice president of the Security Council in Moscow, Dmitri Medvev, who threatened to bomb any country that would execute the arrest warrant.
