Kosovo and Serbia clash at the UN, President Osmani: UNMIK to leave our territory, has exceeded the mandate

Kosovo and Serbia clash at the UN, President Osmani: UNMIK to leave our

The 8880th meeting of the United Nations Security Council was held in New York yesterday. The meeting was held in connection with the periodic reporting of the Special Representative of the UN Secretary General on developments in Kosovo, a meeting which comes at a tense period with the establishment of reciprocity of license plates with Serbia and tensions in the north a few days ago. The first to speak was the Head of the United Nations Mission in Kosovo (UNMIK), Zahir Tanin, who said that the international community had not been informed in advance by Kosovo about the imposition of reciprocity of license plates with Serbia. He said that it was expected that there was an expectation, for the sensitivity that this issue presents, to have communication from Kosovo, but we remind that such a thing is not mandatory.

Serbia's position

Serbia was the second to speak at the meeting, while being represented by Foreign Minister Nikola Selakovic. He tried to present the situation as a "hell" for Kosovo Serbs, who are constantly being attacked by Kosovo institutions. Selakovic said that Kosovo institutions are discriminating against Serbs in the north, and this, according to him, should be stopped. "Kosovo institutions have continued to take unilateral steps and have refused to implement the agreements reached in the Brussels dialogue. "This discrimination by institutions against Serbs has continued, we are witnessing that dangerous provocations from Pristina are being made every day at an accelerated pace and are endangering the security of Serbs in Kosovo and are violating the agreements reached through dialogue," he said. Referring to the situation a few days ago in North Mitrovica, the Serbian minister distorted the purpose of the Special Forces operation in the fight against smuggling, as a provocation and intimidation of Serbs to provoke Belgrade to react. He said that Serbia is interested in dialogue, but Kosovo does not implement the agreements reached so far in dialogue.

Reagon Osmani

The President of Kosovo, Vjosa Osmani, in her speech at yesterday's meeting of the UN Security Council, responded to Minister Selakovi në regarding the non-implementation of agreements by Kosovo. Osmani asked him not to give lectures on this topic when Kosovo has implemented 90% of the agreements, while Serbia not even 2/3 of them. Even what has not been implemented, the President clarified that refers to the creation of the Association of Serb-majority Municipalities which is contrary to the Constitution of Kosovo. "Please, Mr. Selakovic, do not teach us how the implementation should be done, because this would not be the first time that Serbia ignores the agreements it signs and does not implement them then," she said. Ms. Osmani also requested the departure of UNMIK from Kosovo, as UNMIK's mandate ended on time and it was addressed to the UN to make better use of the funds going to UNMIK elsewhere. "UNMIK in Kosovo has not only extended its mandate in Kosovo, but is continuing it even contrary to the ICJ opinion," she said. Regarding the dialogue, Osmani said that Kosovo is not only sitting at the table, but a party to the dialogue whose ultimate goal is mutual recognition. Kosovo has been, is and will be present at the (negotiating) table, but also to actively engage in dialogue where the ultimate goal is mutual recognition. What is not the goal is that this dialogue will save the personal career of any politician in Serbia who is involved in the process. This process is not about inventing dangerous adventures dating back to the 19th century. "It is not and will not be, as our counterparts (Serbia) would like for the status of Kosovo, which was resolved once and for all in 2008", she said. On the police action in the north, Osmani clarified that it was an operation with multiethnic police forces. "The fight against this crime is multi-ethnic, Serbian and Albanian police, Albanian and Serbian prosecutors are fighting crime together," Osmani told the Security Council. She quoted KFOR as saying that the police have full authority to take action against organized crime and that they do not need a permit to do so. "When Kosovo implemented reciprocity, Serbia sent the army to the border with Kosovo," Osmani added, referring to the reciprocity of license plates.
