The Assembly of Kosovo has approved the extension of the emergency measures for energy for another month, as the Government of Kosovo had proposed.

This is the fifth time that within this year, the deputies vote for the extension of these measures and the measures have been in force since July of this year.

The Minister of Economy, Artane Rizvanolli, in the parliamentary session of December 8, said that the measures should be extended due to the energy crisis in Europe.

The opposition MPs were against the extension of these measures, who said that the executive is only asking for their extension, but is not taking concrete actions to improve the electricity situation.

The opposition MPs asked Minister Rizvanolli for clarification on what actions the Government has taken to improve the situation during the period when the emergency energy measures are in effect. However, Rizvanolli did not answer the questions of the opposition MPs.

The former Minister of Energy, Ethem Çeku, said that the extension of emergency measures does not solve the problems faced by Kosovo in the field of energy.

According to him, the only way for the Government of Kosovo to mitigate the problem with electricity is to return to operation the blocks of the Kosova A thermal power plant.

"We must go into deep rehabilitation of those blocks and open the doors to the private sector for investments in the alternative energy sector. Emergency measures have never produced results. Only the development policies of the energy sector give results", ?eku told Radio Free Europe.

The Energy Corporation of Kosovo (KEK) operates two power plants in Obiliq, which produce energy from coal - Power Plant "Kosova A" and "Kosova B".

Their production capacities are 500 to 800 megawatts of electricity per hour.
The thermal power plant "Kosova A" consists of five working blocks. However, according to KEK's current plan, two blocks of this power plant are used in production.

One of them is a reserve due to old age, while blocks A1 and A2 are out of service, without a defined status.

Çfarë përfshijnë masat emergjente?

Masat emergjente për energji përfshijnë masa të kursimit të energjisë elektrike nga të gjitha institucione si ndalimin e përdorimit të rrymës për mihjen e kritpovalutave.

Në masat emergjente për energji parashihet mbështetja e Operatorit të Sistemit të Transmisionit të Tregut (KOSTT), që ky operator të ndërmarrë masat e duhura për të ofruar siguri të sistemit elektro-energjetik.

Sipas këtyre masave, Ministria e Ekonomisë obligohet që në bashkëpunim me Ministrinë e Financave, Punës dhe Transfereve, të propozojnë masa mbështetëse për qytetarët me qëllim të sigurimit të ngrohjes gjatë muajve të dimrit.

Po ashtu, Ministria e Ekonomisë, në bashkëpunim me KEK-un, duhet të propozojnë masa shtesë për të siguruar energji të mjaftueshme elektrike gjatë muajve të dimrit.

Konsumatorët në Kosovë tashmë janë paralajmëruar nga Qeveria se do të përballen me një dimër të vështirë, për shkak të krizës së energjisë që ka mbërthyer Evropën.

Zëdhënësi i KEDS-it, Viktor Buzhala, më herët kishte deklaruar për Radion Evropa e Lirë se nuk ka asnjë garanci se gjatë dimrit mund të ketë furnizimi stabil me rrymë në Kosovë.

Konsumi i energjisë elektrike në Kosovë sipas Kompanisë për Distribuim të Energjisë Elektrike (KEDS) ka arritur në mbi 1100 megavatë në orë, për çka sipas tyre, nevojitet një sasi e konsiderueshme e energjisë elektrike të importohet me qëllim të përmbushjes së kërkesës.

KEDS njoftoi më 5 dhjetor se çmimi i energjisë elektrike në berzat rajonale ka arritur në mbi 400 euro për megavat orë.

On winter days when the temperatures are lower, the electricity needs reach up to 1,300 megawatts per hour, while the production capacities in Kosovo are no more than 800 megawatts per hour.
