The EU Special Envoy for Dialogue between Kosovo and Serbia, Miroslav Lajcak, visited Kosovo yesterday. EU officials have said that Lajcak's visit to Pristina and Belgrade was part of the unblocking of the issue of the Association of Serb-majority municipalities, an issue that has paralyzed. Hoti has repeatedly stated that he will not agree to negotiate on this issue, which Serbia on the other hand presents as a condition for the continuation of talks. Experts in Kosovo think that Belgrade uses the issue of the Association to block the process again, and Lajcak's visit, according to them, may be aimed at putting pressure on the parties. Meanwhile, the Speaker of the Assembly of Kosovo, Vjosa Osmani, warned yesterday Lajçak,

She stressed the need for Kosovo's internal consensus in the dialogue process with Serbia.

Hoti for the meeting

After concluding with the EU envoy for dialogue Miroslav Lajcak, Kosovo Prime Minister Avdullah Hoti held a press conference, where he said, among other things, that he had received assurances from international partners that the Association of Serb-majority Municipalities would have no executive powers. "The Association is a closed topic in the 2013 agreement. We have all the guarantees of the international partners that this Association will not have executive competencies. When we sat down at the first table we removed the idea of ??exchanging territories. "Today no one talks about this topic, and that there is no Association with executive powers, I have not changed my mind, I am not subject to pressure", said Hoti. The Prime Minister further added that the Association of Serbian Municipalities will not be established without reaching a final agreement with Serbia. "Now, we are discussing the final agreement for mutual recognition. The principle agreed with our partners and the mediators of the dialogue is that we do not agree on anything, until we agree on everything. "Nothing starts to be implemented until the final agreement with mutual recognition ratified in the Assembly of Kosovo is concluded", he continued. Regarding the Lajçak meeting, the head of government stated that the meeting served to evaluate the dialogue process and to plan the next meetings that will take place within this process. Serbian attitudes
