A new era in Montenegro / Today is experiencing the first democratic change of

The smallest of Yugoslavia's successor states, Montenegro, is expected to have a government for the first time in 30 years, unchecked by Europe's longest-serving president, Milo Djukanovic.

On Friday (04.12) Montenegro experiences the first democratic change of government. The parliament in the capital, Podgorica, during the day votes for the new government, which does not include the Democratic Party of Socialists, of the president, Milo Djukanovic. Djukanovic and the Democratic Party of Socialists have dominated Montenegro since the end of communist rule and the break-up of Yugoslavia in 1991.

On August 30, in the parliamentary elections, the opposition with a small majority, with only one seat in parliament, brought the first failure of Djukanovic's political career, which separated the 620,000-seat country from the joint state, "Serbia and Mali i Zi ”. Under his leadership, Montenegro in 2012 began membership negotiations with the EU and joined NATO in 2017.

Djukanovic was defeated by an opposition alliance, starting with the pro-Serb Democratic Front party and continuing with the URA party, which fought for Montenegro's independence. Djukanovic's election defeat was preceded by several scandals. Thus the president and his party were regularly accused of links to organized crime, compounded by widespread corruption in the country and extreme poverty.

The central role must have been retained by the Serbian Orthodox Church, of which the majority of the Montenegrin population is a part. But in addition to that there is another, smaller church, the Montenegrin Orthodox Church, which is not recognized by other Orthodox churches.

Conflict with the church

Djukanovic's conflict with the Serbian Orthodox Church began over the "law on freedom of religion", which gave the Montenegrin state ownership of the Serbian Orthodox Church. The church hailed this as theft and mobilized its believers initially for mass protests, and later to vote against Djukanovic. For his part, he blamed Serbia and President Vucic for interfering in Montenegro's internal affairs. "The protests of the Serbian Orthodox Church cost the DPS party a part of the electorate, thus making a significant contribution to the defeat of Djukanovic," said Vladan Zugic, who has been analyzing Montenegrin politics for more than 20 years for the well-known independent newspaper Vijesti.

Danger to independence?

President Djukanovic himself has made no attempt to prevent a change of government, but his supporters say Montenegro's independence is in jeopardy. In addition, they talk about the danger of shifting the country towards clerical nationalism and that the new government will "Serbize" Montenegrins. As an argument, they mention that some of the new ministers see themselves as Serbs and are members of the Serbian Orthodox Church. "Djukanovic and the DPS have so far been presented as a constructive opposition," said analyst Zugic. "They hold Serbia, its president and the Serbian Orthodox Church responsible for losing the elections. "But this is not the whole picture, because allegations of corruption against the DPS are not mentioned as well as the topic of organized crime."

Wahlen in Montenegro
The new Montenegrin government will be made up of experts and headed by Zdravko Krivokapic, a university professor who led the pro-Serb Democratic Front in the election and was nominated by the Serbian Orthodox Church as prime minister after the election. The head of the URA, Dritan Abazovic, will be the only politician among the ministers, the other 12 ministers will be experts, proposed by the ruling parties. "These people have a clean slate, and their government will try to work with high professionalism," Boris Maric, a former Montenegrin minister and now a political analyst and head of the non-governmental organization, told Deutsche Wellen. civil liberties ”.

Fight for every law

After his appointment, Krivokapic was severely attacked by the Democratic Front, but in the end the politicians of this party gave up, so that the government would not remain in the hands of the DPS. "The new government must fight for every law before it is approved in parliament. "I do not expect the deputies to overthrow the new government, it is more likely that sooner or later government changes will be required," said Boris Maric.

Milo Djukanovic's term ends in 2023. The country is facing a cohabitation, but now leaders of the ruling parties are seeking the arrest of the head of state. They say Djukanovic has used the state during his 30-year rule to increase his staggering wealth. The president denies this. "I expect charges to be brought against members of Djukanovic's party. "If it comes to sentences, this will be a big problem for the Democratic Party of Socialists."

Prime Minister Krivokapic himself has announced that he will fight corruption and organized crime. In addition he seeks to reform the administration, to investigate the origin of the wealth of politicians and state employees. For analyst Zugic, "the determined fight against corruption is the key for Montenegro to continue on its path to the EU." Analyst Boris Maric says the new government will also give a chance to the Serbian Orthodox Church. "The SPC will certainly have an influence on changing the law on religious freedom. "But after that it would be good if she withdrew from political life again," said Maric, who now sees the fight against the Corona pandemic as one of the new government's main challenges. DW
