The author mentions the agreement of 2013, which provides for the creation of the Association in addition to the integration of the northern Serbs in the institutions of Kosovo. He thinks that Kurti is preventing the creation of the community of municipalities with a Serbian majority in Kosovo with "partially weak reasons".
