When you rule away from the citizens

When you rule away from the citizens

It is known that today in Albania, even though there are achievements, there are problems and phenomena that concern the entire Albanian society. It is known that you need to know the condition to take measures to improve it. A wound, almost national, that is not getting in the way, is that of keeping the premises where we live clean, which has to do with our life and health. Positive examples are not lacking, as there are cities, especially in those with a small number of inhabitants, which are an example in keeping clean the premises in palaces as well as on the streets, gardens and everywhere. But it is a fact that in many cities or neighborhoods, life has become unbearable. It is enough to see Neighborhood No. 14, Astir Zone, a completely new neighborhood, but the situation is miserable as in palaces or streets full of dust, garbage, paper. Even trees are thrown into the bins, as if they were broken chairs, because there are no rules. E, even worse is the situation in most residential buildings and the premises inside them. It is good for the residents to be aware and not to remain indifferent, as most Albanians have trespassed in cities of the advanced world, when in every palace live intellectuals, but who remain indifferent. You are surprised by the fact that on no road, boulevard or New Ring do you see a car that wets the roads during the summer and the dust that pollutes the air passes to the mining air. When looking at cleaners with primitive brooms that pollute more than they clean, the citizen needs to get rid of dust quickly. Is it so difficult for the municipality or the company to provide a cleaning machine. In addition to the sensitivity of the citizens, the state has a duty to ensure by law order and cleanliness in the premises where they live. The question arises - where are the elected and appointed. The citizen has nowhere to clash, as he is abandoned, no one contacts him to get an opinion. How is it possible that today you do not see a health organization to punish those who harm human health, when a sewage canal in Yzberisht has been open for 10 years and has been promised several times. In the government program, the prime minister used an expression - that local government will not tolerate cleanliness. This, if maintained, is quite positive. But the state should not use particles should be made, but we will do. The relations of the inhabitants of the palaces must be built by law, as they pay every month, but do not receive the service due to them. It is said that Tirana has about 5 thousand administrators, who almost work illegally, many of them even divide the palace into stairs and a palace has 3-4 administrators. If we add over 5 thousand cleaners, there are over 10 thousand employees who have to be paid according to the rules. But the fact is that the administrators collect the money, pay some cleaners as they think and the situation in the palaces and premises is scandalous. The citizen who pays every month has the right to ask the question: Why the Municipality of Tirana, as it collects the tax on education, building, cleaning, etc., does not collect this payment and to determine the payment of administrators, cleaners, elevator service, etc. I think that the functioning of the Units or Neighborhoods, where all those employees are paid, leaves much to be desired, as no service is provided to the citizen, also due to the fact that they have no competence. The "big" municipality must issue competencies to it serves the citizens and turns out to be undefeated. Not to play the role of critic, because in Tirana a lot of good work has been done, especially in the center, but there is a total disconnection from the citizen. For 4 years he sees in the area neither elected, nor deputy, but also employees of the administration. I think things should be regulated by law and there is no need to invent new things. There was talk of local government reform and if municipalities were cut, the administration was increased, services to citizens were reduced. There is no need for invention - it is enough to take an example, for example, how municipalities work in Italy and that the number of inhabitants in many cases is less than 10 thousand inhabitants. How can you talk about health care when in the Astiri Area, with more inhabitants than Siena in Italy, there is no health center with specialties or 24 hour service and the citizen for a night serum has to go to the hospitals "Mother Teresa". To serve people you have to be trustworthy. If we talk about the State Police, in recent years it has been modernized and perfected. Generally today you see police officers walking in the service with somewhat luxurious cars, you see few patrols, but you are surprised by the fact that in areas with over 50 thousand inhabitants there is no police post, which would be good for the citizens and the police themselves. They may seem like small things, but the citizen encounters every day, when the sidewalk is blocked and he has nowhere to cross the road, he sees that almost every day the asphalt is cracked by the private internet or other things and it is not closed for months. whole and not there is also room to complain that half of the first floor shops of the mansions or one mansion has 4 cafes, again the municipality gives permission to occupy the sidewalks for bars. Citizens should be treated as people with dignity. Not all work is done at once. I say this because even in the area of ??Astiri, Kashar boulevard, Unaza e Re, has been paved, some roads have been asphalted, but it is unforgivable that this area has no lighting on most of the roads, or that they live over 4-5 thousand inhabitants have roads without asphalt, for over 10 years no new school has been built, at least with the money that citizens pay with the education tax. And this separation, I think, also comes because by law the elected or appointed must be held accountable. Finally, I think that in order to serve the citizens, the government, the prime minister, must
