Since 2017, the price of apartments has not stopped, according to an analysis made on this market by the Bank of Albania. "Housing prices in Albania have grown rapidly for about six years in a row, before and after the pandemic," the analysis states. Meanwhile, only during the last 4 years (2020, 2021, 2022, 2023) housing prices in the country have increased by nearly 24.5%. According to the analysis, the main factor that has influenced the increase in prices in the real estate market is the large purchases made by foreign citizens. Based on the reports of the central bank, 1/3 of the apartments sold since 2020 were bought by foreigners, most of them non-resident citizens in EU countries. A large proportion of these properties are used for businesses, are rented out, or are used as holiday homes, as most are bought on the coast. Another factor that has made apartments more expensive is the bank loan and interest rates, according to the analysis. Since builders in many cases turn to banks to get loans in order to make the investment, the increase in interest has increased their costs. Meanwhile, referring to the bank's data, about 50% of the properties were purchased with bank loans. According to the report, the increased costs of construction, as well as the increase in salaries for employees, have a significant impact. "Past housing price performance and per capita income are the most essential factors for explaining the rapid increase in prices in recent years," the analysis states. The tightening of apartments that has included the whole of Albania, culminates in new constructions in Tirana as it reaches up to 4000 euros per meter in the areas around the center, while there are no properties priced below 1000 euros per meter. According to the bank's surveys, this trend is not expected to stop even this year. The Real-Estate market is among the most preferred for foreign investments, since only in 9 months of 2023, 222 million euros were invested in this sector.
