Specialists criticize the Bylis management plan: It is flawed, we do not need to build barracks, propose failed plans

Specialists criticize the Bylis management plan: It is flawed, we do not need to

The management plan of the archeological park of Bylis and the ancient city of Klos was accompanied by debates in the second public consultation in Tirana. The cause was the issue of the transparency of a clear financial overview of the investment, the change of the management plan from the one that was drawn up before or the lack of information on the expenses that have been made so far from the 6 million euro fund provided by the EU. Archaeologist Neritan Ceka, among other things, said that a museum should be built in Bylis and not barracks. "I am surprised to see that the manager changes the management plan. Is the money for Bologna or Bylis? I don't know where you take the money? We don't need to build us barracks in Bylis, but a museum....They should be more careful, what they presented to us is a work of students", said Ceka. Among other things, Ceka said that the visitor to Bylis should read the history through objects and not screens. "Our intention is to invite the European Delegation not to invest in paper. We don't want screens, we want objects. We have over 20,000 objects from archaeological excavations. The visitor should read the history of Bylis through objects and not through screens", said archaeologist Neritan Ceka. The former head of the "Bylis" project at AICS, Tomorr Luzati, was also critical of the draft project, who was skeptical about the change of the management model from a direct public to a foundation, also talking about deficiencies in financial and technical specifications. , as well as inconsistencies in the dating of the project, which ends in December 2024, while also containing the management for the year in question. "The plan presented in Bylis in the first hearing has changes with this second one. I propose to make administrative changes and to go to the plan where it is transparent, for expenses and realizations as all the archaeologists and specialists have said", said Luzati. In 2019, the Albanian government agreed with the European Delegation in Tirana for an investment worth 6 million euros in a 5-year period for the Bylis archaeological park project. But in this public hearing, neither the representatives of the Ministry of Economy, Culture and Innovation nor from the Italian Agency for Development and Cooperation in Tirana, which drafted the draft, did not give a concrete answer for the investment of 6 million euros of the European Delegation. "These are the real questions we have to discuss. There are three real pillars in the management plan: 1) Restoration of the monuments of the archeological park of Bylist and the ancient city of Klos; 2) Part of the improvement of the tourist infrastructure, the multifunctional center and the museum 3) Economic development", said the team leader of the "Bylis" project from AICS, Ilir Parangoni.

The flawed plan

As for Auron Taren, the draft project that was proposed has shortcomings. "The Bylis process, about 900 thousand euros spent, and we see this management plan so shallow and lacking, where there is no explanation about the important archaeological, conservation, etc. processes. This plan is flawed. The fact that you come here propose a direct management, but what you propose are failed plans", said Tare, among other things. Meanwhile, DP deputy Ina Zhua pointed out that the file of abuses was previously submitted, according to her, by professor Neritan Ceka. "Ceka has made voluminous files as a flagrant case. I became familiar with Bylis through the denunciation of Neritan Ceka as a flagrant case of how the money given by the EU is misappropriated. There are 900,000 euros spent on salaries, travel, offices and almost 6 million euros to highlight Bylis and make it one of the most attractive spots in Albania", said Zhupa. MP Zhupa highlighted the lack of a vision in this draft as a shortcoming (according to the MP, it could be better realized by her students) for the Bylis park to be included in the list of world heritage in UNESCO. "Having a project for Bylis and not having a forecast for the preparation of the park's file to be included in UNESCO's world heritage, this is unjustifiable", said Zhupa. But rumors about a concession initiative were dropped below from the representatives of the Ministry of Economy, Culture and Innovation, said that it is a public foundation and not a private one, which according to them can life with direct management, they justified it for reasons of decision-making and giving more space to experts in the field and scientific institutions in our country and scientific institutions such as the Institute of Archeology and the Academy of Sciences", said Sokol Duma. Following the discussions, the Head of Cooperation at the EU Delegation in Albania, Hubert Perr, emphasized that they undertake this initiative to assist our country with an investment. , which could also be done in other countries. The project manager at the Italian Agency for Development Cooperation, Ilir Paragoni, also disputed rumors of alienation of project management and said that all suggestions will be reflected in the further stages. Others involved in the project in support of AICS and MEKI are the Emiglia-Romagna region and the University of Bologna, with their specialized institutions.
