The investigative show, "Vetting" on News24 revealed some facts unknown to the public about the licenses signed by the Minister of Infrastructure and Energy, Belinda Balluku, which according to the report of the KLSH, but also to the experts, were given with procedural violations, but also in conflict suspected interest. Vetting sheds light on the companies that have benefited from Balluk's firms, their connection with the minister, as well as the violations that have been discovered by the High State Control.

Minister Belinda Balluku was not satisfied only with the "sun" that she "distributed" by breaking many of the rules, but she also chose who she gives this chance of enrichment to. At least 10 permits have been granted for the construction of wind farms, half of which are located near Protected Areas.

But what are these companies?!

Who is the person who received the permits in question? Who is this shareholder who already manages 2 of the wind farms that will be built near Karaburun and the archaeological park of Amantia? At the meetings of the Council of Ministers in 2023, directed by the Deputy Prime Minister Belinda Balluku, construction permits were approved for wind power plants, namely for Realdo Mansaku. We emphasize that Mansaku is a shareholder in the companies RENEVV POVVER ALBANIA and Suntech Povver. Through the investment of the company "Renevv Povver Albania" through these projects, it is planned to affect the Archaeological Park of Amantia under the ruins of which the most ancient Illyrian civilization is located and is known worldwide as one of the most excellent assets of Albanian archaeology.

But what connects Realdo Mansaku with Minister Belinda Balluku?

Earlier, the show "Vetting" testified about the possible conflicts of interest for the Arbri Road, where the company "GR ALBANIA", in 2022, had won the extension for the supervision of the Arbri Road concession company from the Ministry of Infrastructure. Realdo Mansaku is a shareholder in this company together with Gentjan Filaj. But in 2021, this company would become part of the concession contract for the construction of a hydropower plant with the company "GRABOVA HIDROPOVVER". GR ALBANIA is also a shareholder in this company, which oversees the company, with which it is building a hydropower plant. KLSH, on the other hand, has discovered another scandal created by the Ministry of Infrastructure and Energy. The auditors note that in the report, the working group did not clearly state that this area is protected as a national natural park. While this is known historically as such.

According to KLSH: "In any further case, when it comes to projects, in which the area is identified and not chosen by the private entity, the working groups for the identification of the areas must take into account all the risks of the construction of the projects , in order to avoid possible conflicts, as well as to guarantee the successful completion of projects." The situation becomes even more alarming when the KLSH emphasizes the risk, from appealing to Arbitration, potentially creating great financial damage to the state budget. Meanwhile, on November 10, 2018, the Albanian government announced the winner that would build the first photovoltaic park in the country, the one in Akarnia, and it was about the consortium India Povver Corporation LTd. But two years later, the contract with this consortium was never signed and no institutional explanation was given for this signing.
