The police of Vlora have seized an unfinished building with 8 floors on "Gjergj Araniti" street in the "Pavarësia" neighborhood of the coastal city owned by citizens Hito Muskaj and Viktor Muskaj. The action came after the Prosecutor's Office of Vlora received the report of a relative of the two aforementioned persons J. Muskaj, who claims that Hito and Viktor Muskaj have forged the documents for the alienation of the land in order to build the 8-storey building with residential and service functions . Based on the investigations, Hito and Viktor Muskaj have been declared wanted by the police as they are accused of laundering money through the said building. For them, the criminal offenses of "Forgery of documents", "Destruction of property" and "Cleaning of the proceeds of a criminal offense" are aggravated.
How did the story happen?
In its announcement, the Prosecutor's Office of Vlora confirmed that, based on the investigations, Hito Muskaj and Viktor Muskaj have unfairly benefited from a land area of ??150 m2 and a construction area of ??37.5 m2 by falsifying the decision of August 27, 1986 of the Executive Committee of the People's Council of Vlora for "Construction and renovation permit". The Municipality of Vlora and the State Cadastre Agency of Vlora have previously transferred the ownership of the 418.6 m2 and 150 m2 plots to Hito and Viktor Muskaj and then in 2020 provided the two aforementioned persons with a construction permit for the residential and service building 1 -3-6-7-8 floors with 1 parking floor on the ground in the neighborhood "Pavarësia" Vlora. The prosecution concluded that this construction permit should not have been granted categorically by the Municipality of Vlora because part of the land surface is state property. Then, the citizen J. Muskaj informed his two relatives Viktor and Hito Muskaj that on July 2, 2021 this person's apartment was completely demolished as it is believed that the two new owners of the land have expanded the construction area beyond the number specified in the documents .

One of the investors of the building on the 150 m2 plot of land in the "Pavarësia" neighborhood, Bektash Petoshati, called the seizure of the building unfair. To the media, he stated that he has asked the land owners and the party who claims to have been harmed to resolve the disputes between them as his investment was burdened. "I had no idea. The police informed me that there is a seizure order for the building where I am building. I got acquainted with the decision of the Court, with the order of the Prosecutor and the decision was implemented. I had heard about these decisions several times, as I contacted the other party claiming the facility several times. I told the people who have a contract with me for the construction business to solve this problem because I am burdened as a construction company. They told me that we have them correct. The second property which is 37.5 m2 is claimed to be fake. I don't know, I haven't seen it and I don't know it as a procedure", said the builder first. Then, he added that he did not commit any illegal act and that the matter belongs to the two owners who are wanted to solve it. Petoshati promised to appeal the decision of the Court of Appeal of Vlora. "In my opinion, the judge's decision is unfair. The action is not about me, it is about the landowners.
